Finance and Compliance Specialist

The Netherlands Institute for Multiparty Democracy (NIMD) works to promote peaceful, just and, inclusive democracy worldwide. Together with our global network, we work with the entire political ecosystem in a country – from aspiring politicians to political leaders, and from the national to the local level. We promote dialogue, strengthen the capacities of political actors, and train young and established leaders in our Democracy Schools. Currently, we run programmes in around twenty countries in Africa, Latin America, Central and Southeast Asia, and the Middle-East.

NIMD’s Secretariat is located in the political heart of the Netherlands in The Hague. Here an experienced and committed international staff of 15 colleagues provides support to our global programming. Our working culture is informal and open, and encourages initiative, professionalism, and interaction. We strive to be the leading democracy network of political practitioners working to promote inclusive and accountable politics.

Our office in The Hague is composed of two teams: Democracy Network Support Team and the Finance and Compliance Team. We are currently looking for a Finance and Compliance Specialist to join the latter.

Position

Based in The Hague

(32-38 hours/week)

The Finance and Compliance Specialist is responsible for the financial processes around grants and income for The Hague, including ensuring regularity of expenditure by contract partners in accordance with the arrangements made, as well as ensuring financial accountability requirements for NIMD towards its funding partners.

Profile

You are a dynamic and experienced financial professional with an understanding of development issues and the financial needs of key stakeholders, such as bilateral and multilateral donors, democracy assistance organizations and NGOs. You feel comfortable working with people from different cultures and have concrete experience with project management and financial administration in an international context.

Main Tasks

  • Responsible for the entire finance, compliance and control cycle of all programmes within the grant agreement, including budgets, financial reports and audits
  • Identifies financial risks at programme and country office level and intervenes where needed, in close cooperation with the Head of Finance, Compliance and Support
  • Contributes to and monitors compliance with internal financial policy at country offices, and advises partner organisations on improving their financial organisation
  • Supports fundraising by reviewing grant proposal budgets, tracking donor requirements and ensuring timely financial reporting to donors
  • Develops and improves financial policy, instruments and procedures for partner organisations/country offices and donors
  • Coordinates grants management, ensuring contracts meet objectives within agreed time, budget and quality, supported by a real-time tracking system
  • Responsible for implementing and maintaining the ISO-linked quality system, including procedures, recertification and organisation-wide support

Requirements

  • 5 years of relevant experience in financial project management and financial administration in an international context, preferably in the non-profit sector.
  • Ability to prioritize, work well under pressure and capable of handling multiple tasks within tight deadlines.
  • Affinity with politics and political parties.
  • Fluent in English and preferably Dutch. Proficiency in any other NIMD language such as French, Arabic, or Spanish is beneficial.
  • Relevant degree in the field of finance, economics or business administration.

Conditions

We offer a full-time position for 32-38 hours at our office in The Hague, initially for one year, with the intention to renew. Working partly from home is possible. You will work under the guidance of the Head of Finance, Compliance and Support.

NIMD offers a competitive remuneration package, including a personal pension scheme and health premium compensation.

The salary level corresponds to the Dutch Government salary framework (Based on CAO RIJK pay scales as at 01/07 /2024) for scale 11 (between EUR 4.340,57 and EUR 5.035,94 gross per month depending on experience based on 38 hours per week).
