Planning, Monitoring & Evaluation (PME) Officer

Nairobi, Kenya

The Position

The Planning, Monitoring & Evaluation (PME) Officer will support the design, coordination, and implementation of NIMD Kenya’s planning and results framework. The role ensures strong integration between programme implementation, monitoring, and evidence-based learning processes to promote adaptive management, accountability, and high-quality programming aligned with organizational and donor requirements. This role reports directly to the Country Director.

Main Tasks and Responsibilities

Programme Design, Planning, and Implementation

  • Lead integrated planning processes, including workplans, scheduling, and alignment between programme objectives, outputs, and budgets.
  • Lead the development and refinement of theories of change, logical frameworks, and results frameworks, ensuring activities are translated into measurable indicators.
  • Support implementation and coordination of assigned programme components, ensuring timely and high-quality delivery in collaboration with internal teams and partners.
  • Coordinate partners, consultants, and key stakeholders to ensure effective execution of programme interventions.
  • Ensure continuous use of monitoring data and field insights to inform adaptive decision-making, programme improvement, and proposal development
  • Track implementation progress against workplans, budgets, and deliverables, and contribute to timely problem-solving and course correction.

Monitoring & Data Management

  • Lead tracking of programme progress against approved logframes, workplans, and performance indicators.
  • Develop and manage data collection tools and systems, ensuring accuracy, consistency, and reliability of data.
  • Conduct routine data quality assurance checks, verification exercises, and data audits.
  • Maintain centralized programme data repositories and documentation systems.
  • Generate regular monitoring updates and flag performance trends, risks, and gaps for management attention.

Evaluation, Learning & Adaptive Programming

  • Coordinate and support baseline studies, mid-term reviews, end-line evaluations, and other learning exercises.
  • Facilitate structured reflection sessions with programme teams and partners to assess progress and inform adaptation.
  • Document lessons learned, case studies, and best practices to strengthen programme quality and strategic positioning.
  • Ensure systematic integration of evidence and learning into programme design, adaptation, and future interventions.
  • Translate data and field insights into actionable recommendations for programme improvement

Reporting & Compliance

  • Lead and contribute to the preparation of high-quality reports to institutional donors.
  • Develop analytical briefs, dashboards, and internal progress updates to support decision-making.
  • Ensure compliance with donor monitoring, reporting, and results frameworks.
  • Support audits and compliance processes related to programme performance and data management.

Capacity Strengthening & Coordination

  • Provide training, coaching, and technical support to staff and partners on results-based management and PME tools.
  • Strengthen partner capacity in monitoring, reporting, and data management practices.
  • Promote a culture of adaptive management, accountability, and evidence-based decision-making across the office.
  • Work closely with Programme and Finance teams to ensure alignment between programme implementation, budgets, and results tracking.

Qualifications & Experience

  • Bachelor’s degree in a related field.
  • 3-7 years of professional experience in planning, monitoring, and evaluation within governance, democracy, civil society, or development programming.
  • Demonstrated experience in supporting or coordinating programme implementation and results-based management processes.
  • Experience in developing theories of change, logical frameworks, and performance measurement systems.
  • Familiarity with EU, UN or other major donor reporting frameworks is highly desirable.
  • Proficiency in data management tools (e.g., KoboToolbox, ODK, Excel; familiarity with Power BI or similar tools is an advantage)

  • Strong planning, coordination, and organizational skills with attention to detail.
  • Capacity to link programme implementation with monitoring, evaluation, and evidence-based learning processes.
  • Strong facilitation skills for reflection, learning, and planning sessions.
  • High level of integrity and discretion in politically sensitive environments.
  • Ability to work independently while contributing effectively within a small, dynamic team
