Finance and Admin Manager, NIMD Bangladesh (based in Dhaka)

The Netherlands Institute for Multiparty Democracy (NIMD) is looking for a Finance and Admin Manager to support our work in Bangladesh.

Position Summary

NIMD is seeking a qualified Admin and Finance Manager to support the financial and administrative management of the AHEAD Bangladesh (Action for a Holistic Electoral Approach for Democracy) project, funded by the EU. The project aligns with the European Union’s global objectives of advancing democracy, human rights, and good governance. It supports inclusive and transparent elections, strengthens civil society participation, promotes political pluralism and accountability, and addresses persistent challenges such as marginalization and limited access to reliable information. Within this framework, AHEAD Bangladesh aims to support civil society and political actors before, during and after the electoral period.

The initiative is implemented by a consortium led by the European Partnership for Democracy (EPD), with co-applicants JAAGO Foundation Trust and the Netherlands Institute for Multiparty Democracy (NIMD), along with other partners.

Based in Dhaka, the consultant will work full time and will be responsible for overseeing financial and admin operations, ensuring compliance with donor and internal policies, and supporting administrative functions essential to project implementation.

Key Responsibilities

Financial Management

  • Monitor and manage project expenditures in accordance with approved budgets.
  • Maintain accurate financial records and documentation.
  • Prepare timely financial reports for internal and funding partner use.
  • Support budget planning, forecasting and financial analysis.
  • Ensure compliance with EPD’s and NIMD’s financial guidelines.
  • Coordinate with external auditors and assist in audit processes. Review and reconcile monthly credit card transactions.

Administrative Oversight

  • Manage day-to-day administrative and logistics operations of the Dhaka office.
  • Maintain accurate documentation and filing of project records (digital and physical). Support procurement, logistics and contract management in line with funding partner guidelines.
  • Liaise with vendors, service providers and consultants as needed. Process invoices for payment to suppliers and ensure the correct verifications and approvals.

Contracting and Compliance

The position will be contracted as an in-house consultant. If local labour law does not permit direct contracting, alternative arrangements may be considered, such as engagement via an Employer of Record company, in accordance with point 19.3.1.2 of the DG INTPA eCompanion for grant contracts. In such cases, NIMD will seek validation from the EU Task Manager following the start of project implementation. If contracted via an Employer of Record, the cost will include associated service fees.

Qualifications and Experience

  • Bachelor’s degree in Finance, Accounting, Business Administration or related field (Master’s preferred).
  • Minimum 5 years of experience in financial and administrative management, preferably in donor-funded projects.
  • Experience in working for a non-profit organization and with EU-funded projects is desirable.
  • Experience working in the development or governance sectors in Bangladesh.
  • Proficiency in accounting software and MS Office Suite.
  • Excellent organizational and communication skills.
  • Fluency in English and Bangla (written and spoken)

What We Offer

We offer a full-time position at our office in Dhaka, initially for one year, with the intention of extension. NIMD offers a consultancy contract with a competitive remuneration package. In addition, we provide a flexible work environment with good secondary benefits.
