Consultant with experience on Legislative Capacity Strengthening

NIMD works to promote peaceful, just, and inclusive democracy worldwide. To that end, we work with the entire political sector in a country, from aspiring politicians to political leaders, and from the national to the local level. Together with our network, we promote dialogue, we strengthen the capacities of political actors, and we train young and established leaders in our Democracy Schools. Currently, NIMD runs programmes in around twenty countries in Africa, Latin America, Southeast Asia, and the MENA region.

Consultant with experience on Legislative Capacity Strengthening

The consultant will be assigned to build the legislative capacity of English speaking Parliaments or legislatures in West Africa. The individual or institution must also demonstrate knowledge and experience in engaging with civil society organizations that work on parliamentary or legislative oversight and monitoring.

This consultancy is a part of the Liberia Electoral Support Project (LESP), jointly funded by the EU and the governments of Sweden and Ireland and managed by UNDP-Liberia and implemented by UN Women and NIMD.

Objectives:

The specific objectives of this consultancy are:

  • To strengthen the working relations between civil society and the national legislature for informed law-making and oversight
  • To increase the knowledge and skills of CSOs in legislative monitoring around three key indicators transparency, participation and inclusion
  • To develop tools and mechanisms around the three named indicators and train CSOs on how to apply the tools in legislative monitoring
  • To provide guidance to CSOs to develop a collaborative strategy for legislative monitoring.

Tasks:

The consultant or consulting institution is expected to perform the following tasks:

  • Develop a concept paper for the delivery of the capacity strengthening training of CSOs and media
  • Develop methodology for the conduct of the training that highlights a participatory approach
  • Develop a set of tools on legislative monitoring around the three indicators: transparency, participation and inclusion
  • Conduct a three-day training for selected Liberian CSOs and media on legislative oversight and monitoring
  • Facilitate a working session with the selected CSOs to develop a network strategy for joint and collaborative legislative monitoring
  • Use the outcome of the working session to formulate a CSO network strategy
  • Compile a training report

Required Knowledge:

  • The applicant must have at least a bachelor degree in political science, law, or other related degrees linked to the objectives of the consultancy
  • The applicant must have knowledge of the internal workings of the inter-Parliamentary Union (IPU) and its global parliamentary indicators and how they are measured and operationalized

Required experience and competencies:

The applicant must demonstrate experience and competencies in:

  • CSOs-parliamentary or legislative engagements
  • Internal parliamentary or legislative governing systems and processes of law-making, representation and oversight
  • Training of CSOs in the use of tools and indicators for legislative monitoring
  • Developing strategic approaches for CSOs networking and collaborating for joint legislative monitoring
  • Advancing solutions to challenges undermining the ability of CSOs and media to coordinate their efforts in joint legislative monitoring
  • Advancing positive working relationship between CSOs and members of the national legislature

Duration:

The consultancy will run for a total of seven days, including 2 days preparatory work, 3 days training and 2 days to compile the report.
