NIMD supports the establishment of the first ever Gender Department in Somaliland Parliament
In a historic milestone for gender equality and inclusive governance in Somaliland, NIMD has supported the House of Representatives of the Republic of Somaliland in establishing its first ever Gender Department.
Launched in Hargeisa on 17 September 2025, the Gender Advisory Office represents a major step towards ensuring that the legislative processes and decisions of the Parliament meaningfully reflect women’s voices and perspectives.
Between now and 2027, the Gender Advisory Office will work on four key priorities:
- Enhancing women’s participation in political leadership.
- Strengthening accountability and transparency within legislative institutions.
- Passing laws that safeguard women’s constitutional rights.
- Fostering collaboration among all stakeholders advancing women’s rights and political inclusion in Somaliland.
Supporting the establishment of the Gender Advisory Office
The initiative to launch a dedicated Gender Department within the House of Representatives was led by the Speaker of the House, Hon. Yasin Haji Mohamoud Hiiray.
In addition to logistical and financial support, NIMD offered technical assistance. This has helped the department develop a framework linking the legislative, policy and social dimensions of gender equality. This framework aims to ensure that national decision-making reflects women’s voices, rights, and priorities.
As the department embarks on its mission, NIMD will continue its support. We will dedicate with a three-year budget to implement strategic interventions, enabling sustained advocacy for gender-sensitive policies and laws.
Indeed, through our continued work in Somaliland, NIMD remains committed to supporting such initiatives. We hope to help advance women’s participation in political decision-making and ensure that governance structures are more representative, accountable and inclusive.
