Programme Officer, NIMD Liberia

The Netherlands Institute for Multiparty Democracy (NIMD) works to promote peaceful, just, and inclusive democracy worldwide. We believe that democracy can only thrive when all voices are heard, and that inclusive and respectful dialogue between politicians, political parties, civil society, and citizens is crucial to achieving that goal.

We build all our democracy support programmes around that core belief, ensuring we help empower everyone – from traditionally marginalized groups to established politicians – to play their role in political life and work for the common good of their country. We do this by promoting dialogue, strengthening the capacities of political actors, and training young and established leaders in our Democracy Schools. Currently, NIMD runs programmes in around twenty countries in Africa, Latin America, Southeast Asia, and the MENA region. Our headquarters are in The Hague (Netherlands), where we have an experienced and committed international staff of around 30 colleagues who support our global programming. Our working culture is informal and open, and encourages initiative, professionalism and interaction. To support our expanding work in Liberia we are looking for a:

Programme Officer, Liberia

40 hours per week

 

The position holder’s key responsibility will be supporting the NIMD Liberia office in successfully implementing programmes. You will provide technical and administrative support functions in the implementation of activities related to political dialogue, democracy schools, coordination of consortium partner joint activities, communication, and work closely with the headquarter based monitoring, evaluation and learning team.

Main tasks and responsibilities 

Stakeholder and partner engagement

  • Assist in liaising with political and civil society actors to foster the political participation of currently under-represented groups, particularly women, youth, and people with disabilities.
  • Support to maintain relations with crucial programme beneficiaries in Liberia, including political parties, parliament, government offices, civil society organizations, and other relevant stakeholders and develop strategies for engagement and support with these partners.

Project management

  • Assist in preparing annual plans and budgets.
  • Ensure the timely implementation of project activities and submission of quality narrative reporting within deadlines.
  • Assist in following up on timely and quality inputs from consultants contracted for project activities.
  • Monitor programmatic risks, formulate, and carry out risk mitigation measures.
  • Provide political and programmatic analysis and recommendations for the Country Director in reports as needed.
  • Promote NIMD’s core principles of impartiality, inclusiveness, diversity, local ownership, and long-term commitment in every stakeholder interaction and external communication.

Administration & communication

  • Keep records and support documentation for programme activities.
  • Support communications and advocacy efforts in line with NIMD’s principles and style guide and full compliance with the donor communication and visibility guidelines.
  • Reconcile with the Finance and Support Officer activity expenses.
  • Attend assigned meetings, workshops, and events.
  • Perform any other task assigned.

Profile

You have strong interpersonal skills, enabling you to build trust with diverse political actors, civil society actors, and state agencies. You are discreet, able to maintain confidentiality and be politically sensitive, while working with critical political actors.

Requirements

  • Degree in political science, sociology, law, international relations, or other field relevant to NIMD’s work.
  • At least 3 years of experience working with international development organizations, civil society organizations working on governance and democracy in Liberia.
  • Knowledge of the Liberian political context and an affinity in working with key political actors and civil society organizations.
  • Excellent command of written and spoken English.
  • Commitment to NIMD’s core values regarding gender equality, integrity, and diversity.

We offer a position for 40 hours at our office in Monrovia for one year with the possibility of extension, based on performance and funding. In addition, we offer a flexible work environment with good secondary benefits.
