Programme Manager, NIMD Uganda

The Netherlands Institute for Multiparty Democracy (NIMD) works to promote peaceful, just, and inclusive democracy worldwide. Roles and Responsibilities

The key responsibility of the Programme Manager is supporting the successful implementation of the different projects and activities in the NIMD Uganda programme. You will lead all activities related to capacity support to political parties and associations, various forms of dialogue, democracy education, and women and youth leadership. In addition, you support the Country Director in representation, fundraising, and strategic networking. Your main tasks will include:

Programme management

  • Coordinate the overall implementation of interventions and activities for the different projects that NIMD Uganda operates.
  • Support the political actor dialogue process and the related capacity development of dialogue participants specifically.
  • Prepare annual plans/budgets, ensure financial accountability, adhere to the timeline of the project activities, adhere to reporting requirements and deadlines, and carry out risk mitigation and reduction.
  • Ensure compliance with donor requirements for contract management.
  • Ensure timely and quality inputs from advisors and consultants contracted to implement the Uganda projects.
  • Monitor and prepare daily and weekly political events and development to provide political and programmatic analysis and recommendations for the NIMD Country Director as needed.

Representation and networking

  • Establish and maintain political partnerships and networks in Uganda and the NIMD network around NIMD objectives.
  • Establish and maintain relations with crucial beneficiaries in Uganda, including political parties, political associations, relevant government institutions, civil society organizations, and other relevant stakeholders.
  • Liaise with political and civil society actors to analyze the political landscape and identify opportunities to foster the political participation of currently under-represented groups, particularly women and youth.
  • Promote NIMD’s core principles of impartiality, inclusiveness, diversity, local ownership, and long-term commitment in every NIMD-organized activity, stakeholder interaction, and external communication.
  • Represent NIMD Uganda at external events and activities in line with programme objectives and the NIMD Code of Conduct.

Fundraising and communications

  • Support communications and advocacy efforts in line with NIMD’s principles and style guide and compliance with the EU communication and visibility guidelines.
  • Support the expansion of NIMD’s programming with new projects through active networking and fundraising in collaboration with HQ.
  • Provide input (writing) in funding proposals to be developed by the office based on experience and adaptations from other interventions.

Profile

You have strong interpersonal and political analysis skills, enabling you to build trust with all Ugandan political actors. You have experience working in the field of international development and/or politics for at least five years. You are discreet, able to maintain confidentiality, and politically sensitive while working with critical political actors. You have excellent writing skills and a solid track record in fundraising. For the impartiality of NIMD and its Uganda office, the selected candidate cannot be an active member of a political party or association and should be perceived as being genuinely impartial.

Requirements

  • A Master’s degree or higher in a field relevant to NIMD’s work.
  • At least 5 years of experience working with international development programmes, particularly around inclusive governance and democratization.
  • Experience with various donor grant requirements, in particular, the EU.
  • Deep knowledge of the Uganda political context and system
  • Experience, based on both theory and practice, in project cycle management, monitoring, reporting and evaluation.
  • Experience with political dialogue facilitation, capacity development of political actors, supporting women’s political participation and/or working with democratic institutions such as political parties, the National Legislature and the National Elections Commission is a clear advantage.
  • Strong analytical skills and capacity for strategic thinking and planning.
  • Excellent writing skills, especially related to proposal writing, with excellent command of the English language.
  • Politically sensitive and proven interpersonal communication skills.
  • Ability to bring people together and facilitate trust and relationship building between different stakeholders.
  • Commitment to NIMD’s core values regarding gender equality, integrity, and diversity.
