Programme Manager, NIMD Liberia

The Netherlands Institute for Multiparty Democracy (NIMD) works to promote peaceful, just, and inclusive democracy worldwide. Our headquarters are in The Hague (Netherlands), where we have an experienced and committed international staff of around 30 colleagues who support our global programming. Our working culture is informal and open, and encourages initiative, professionalism and interaction. To support our expanding work in Liberia we are looking for a:

Programme Manager, Liberia

40 hours per week

Together with a small team of finance and programmatic staff, the Programme Manager will support the implementation of NIMD’s dialogue work, democracy schools, women and youth political participation and support local partners where needed.

The position holder’s key responsibility will be supporting the NIMD Country Director in successfully implementing Liberia programmes. You will lead the activities related to capacity assessment of and technical support to political parties and associations, dialogue, democracy academy, women’s leadership, and democracy education and you will work closely with the monitoring and evaluation officer.

Main tasks and responsibilities

  • Support the facilitation of the political actor dialogue processes and capacity development of dialogue participants.
  • Promote NIMD’s core principles of impartiality, inclusiveness, diversity, local ownership, and long-term commitment in every stakeholder interaction and external communication.
  • Liaise with political and civil society actors to foster the political participation of currently under-represented groups, particularly women, youth, and people with disabilities.
  • Establish and maintain political partnerships and networks in Liberia and the NIMD network.
  • Prepare annual plans/budgets, ensure financial accountability, adhere to the timeline of the project activities, adhere to reporting requirements and deadlines, and carry out risk mitigation and reduction.
  • Ensure compliance with the donor requirements for contract management.
  • Establish and maintain relations with crucial beneficiaries in Liberia, including political parties, political associations, the legislature, relevant government institutions, civil society organizations, and other relevant stakeholders.
  • Ensure timely and quality inputs from advisors and consultants contracted to implement the Liberia projects.
  • Support communications and advocacy efforts in line with NIMD’s principles and style guide and compliance with the donor communication and visibility guidelines.
  • Monitor and prepare daily and weekly political events and development to provide political and programmatic analysis and recommendations for the NIMD Country Director as needed.
  • Support expanding of NIMD’s programming with new projects by active networking and fundraising, in collaboration with HQ.
  • Perform any other task assigned to her/him.

Profile

You have strong interpersonal and political analysis, skills, enabling you to build trust with all Liberia political actors. You have experience working with international NGOs for at least five years. You are discreet, able to maintain confidentiality and be politically sensitive while working with critical political actors. For the impartiality of NIMD and its Liberia office, the selected candidate must not be an active member of political parties or associations, and is perceived as truly impartial.

Requirements

  • A Master’s degree or higher in a field relevant to NIMD’s work.
  • At least 5 years of experience working with international development programmes, particularly inclusive governance, and democratization, preferably in Liberia.
  • Experience with various donor requirements and specifications with the EU.
  • Knowledge of the Liberia political context and system and experience working with political actors and civil society organizations.
  • Experience with political dialogue facilitation, capacity development of political actors, supporting women’s political participation and/or working with democratic institutions such as political parties, the National Legislature and National Elections Commission.
  • Experience, based on both theory and practice, in project cycle management, monitoring, reporting and evaluation.
  • Strong analytical skills and capacity for strategic thinking and planning.
  • Politically sensitive and proven personal communication skills.
  • Excellent command of the English language.
  • Ability to bring people together and facilitate trust and relationship building between different stakeholders.
