Supporting a new generation of Iraqis to influence political decision-making in their country.
Résultats
Through our Democracy School, NIMD and Women Empowerment Organization (WEO) have been supporting a new generation to influence politics. Today, a network of over 100 young people from diverse backgrounds and political ideologies is equipped and committed to working together for a more inclusive democracy.
We believe in continued investment in the skills and opportunities of our graduates. Alongside advanced-level training and coaching, a number of alumni have also had the opportunity to visit The Hague in the Netherlands for additional training. By experiencing the political system in another country, these alumni have the chance to gain fresh perspectives, exchange ideas, and bring innovative approaches back to their work in fostering inclusive democracy.
In December 2024, we held a Symposium, bringing together government officials, civil society, academics and Democracy School graduates to foster collaboration and innovation. The participants engaged in critical discussions and inspiring TED-style talks on the role of youth in democracy, and celebrated the success stories and achievements of our distinguished alumni. The event is not just a celebration but a call to collaborate and build networks to collectively shape a more inclusive and resilient democracy.
Iraq: Political background
Iraq’s political landscape has long been affected by corruption and instability – making it hard for many people to fully participate in political and civic life. However, youth-led movements, like the Tishreen protests in 2019 – a nationwide call for reform and an end to corruption – have shown a powerful demand for change. Young people are calling for political reform, transparency and accountability. Despite facing violence and repression, these protests have become a key driver for change. Groups like Amnesty International continue to report on human rights abuses – while youth activists persist in their challenge.
Young Iraqis are emerging as key change agents, calling for a more inclusive democracy. However, deep political fragmentation and poor governance remain significant barriers. The protests also revealed challenges such as arbitrary arrests and violence against activists (Chatham House, Human Rights Watch). Despite these hurdles, the persistence of youth activism signals hope for a more accountable and participatory democracy in Iraq.
Notre action
NIMD is working with our partner, the Women Empowerment Organization (WEO), to invest in a new generation of politically aware youth, equipping them with the necessary skills and knowledge to engage effectively in the political process.
Through our Democracy School, we bring together politically inclined young individuals and emerging politicians across the political spectrum. We support them as they develop their democratic culture, skills and knowledge, preparing to cultivate a more inclusive and democratic society.

Democracy education
Our Iraq Democracy School provides a safe space for participants to learn essential knowledge and skills, and build trust across political divides. By nurturing connections and promoting a deep understanding of democratic norms and practices, the School aims to develop a network of transparent, accountable political actors dedicated to strengthening democratic culture in Iraq.
A diverse cohort of young leaders
We target young emerging political leaders from political parties, political movements and civil society organizations. With a diverse cohort of participants, we aim to reflect Iraq’s geographical balance, political affiliation and gender balance.
Yet, regardless of their background, region or political stance, all our participants share a powerful common ground: a commitment to learning, growing and strengthening their democracy.
Building knowledge and skills
Over the course of six months, these young leaders meet, guided by expert facilitators to increase their knowledge of core democratic concepts. Training covers topics such as the Iraqi political system, participatory democracy mechanisms, social justice, public speaking and gender equality.
What’s more, the interactive sessions support the young leaders as they hone important political skills such as dialogue and strategic planning.
Cultivating trust across divides
Through their time at the Democracy School, the participants work together intensively. They learn together; complete groupwork together; and bond through extra-curricular activities.
In doing so, they learn to identify what they have in common, work hand-in-hand and build friendship where before there was only difference.
So, our participants leave the Iraq Democracy School with lasting connections; a belief in respect and collaboration across divides; and a strong network of well-informed, skilled and determined young people dedicated to strengthening democracy.
A network of political decision makers
NIMD and WEO are committed to supporting and developing this network of democracy advocates. We recognize their immense potential and passion, and strive to ensure their continuous growth as democratic leaders.
That’s why, through coaching and advanced training, we aim to provide ongoing support for selected participants as they navigate political life. We support alumni through advanced-level training and coaching or by facilitating alumni-led initiatives that promote democracy, to strengthen their influence within Iraq’s dynamic political landscape.
Alongside this, we recognize the importance of keeping the network alive. We hold yearly graduate events to connect the participants from different cohorts, allowing them the chance to deepen their bonds, engage in open dialogue, and collaborate on shared goals
We hope that, with our support, this united network will have the power and skills to make their mark on the political landscape.

Shadi Ramadhan is the focal point in the Iraq team. Shadi is the coordinator of the “Democracy Education for Youth in Iraq” programme at Women Empowerment Organization. Shadi has three years of experience working with international and local organizations in different sectors such as advocacy, peacebuilding and promoting women’s participation in decision-making. She works closely with Iraqi youth to promote democracy and strengthen civic engagement across the country.

Antoine Brasset is the focal point in The Hague for the Iraq team, and NIMD’s Senior Grants Coordinator primarily responsible for the Power of Dialogue programme. Antoine has close to 15 years of experience in democracy support and development cooperation, with a focus on Africa and the Middle East. He previously worked for various organizations in Africa and the Netherlands, including the French Ministry of Foreign Affairs, the European Commission and several NGOs working in the field of parliamentary support.

Our partner in Iraq is the Women Empowerment Organization, an NGO dedicated to enhancing the social, political, economic and cultural participation of women and marginalized groups in Iraq.
Our Democracy School in Iraq is funded by the Dutch Ministry of Foreign Affairs, partly through the Embassy in Iraq and partly centrally, under the Le pouvoir du dialogue programme.
