Democratie is een strategische troef, inclusieve besluitvorming, rechtsstaat en democratische instellingen zijn de meest effectieve manier om vrede en stabiliteit te garanderen. NIMD maakt zich grote zorgen over de plannen van de nieuwe coalitieregering in Nederland om sterk te bezuinigen op hulp voor internationale samenwerking. Samen met andere Nederlandse internationale niet-gouvernementele organisaties (INGO's) hebben we hieronder precies uitgelegd waarom het in het belang van de Nederlandse regering is om te investeren in inclusieve en stabiele democratie\u00ebn voor internationale vrede. <\/span>\u00a0<\/span><\/p>\n

\"Blijf betrokken bij de wereldwijde crisis van de rechtsstaat\"<\/span><\/b>\u00a0<\/span><\/p>\n

De formerende partijen zien ontwikkelingssamenwerking (OS) als een barmhartig extraatje of als steun voor ons bedrijfsleven. Maar OS speelt een strategische rol binnen een breder Nederlands binnen- en buitenlandbeleid om duurzame veiligheid en welvaart te realiseren. Dit effectief inzetten vraagt om hervormingen.<\/span>\u00a0<\/span><\/p>\n

In veel landen wereldwijd staat de rechtsstaat onder druk. Internationale indices rond democratie, veiligheid en mensenrechten tonen aan dat democratische verworvenheden worden uitgehold en dat autocratische regimes opkomen.<\/span>\u00a0<\/span><\/p>\n

Programma's van de beoogde coalitiepartijen - waarvan deze week een coalitieakkoord wordt verwacht - vermijden deze internationale vraagstukken en zien geen rol voor OS, of prioriteren humanitaire hulp en steun die enkel onze belangen dienen rond migratie en handel.\u00a0<\/span>\u00a0<\/span><\/p>\n

Ook ons probleem<\/span><\/b>\u00a0<\/span><\/p>\n

Autocraten en conflicten elders raken ons. Denk aan vluchtelingen die via Libi\u00eb Europa bereiken en vanuit Venezuela in Caribisch Nederland terechtkomen, de ruimte voor IS in Niger of de bedreiging van handelsketens in de Rode Zee vanuit Jemen en Somali\u00eb. In een gepolariseerd geopolitiek landschap is het ook moeilijk afspraken te maken over gedeelde uitdagingen als klimaatverandering en handel.<\/span>\u00a0<\/span><\/p>\n

Steun aan eerlijke rechtspraak, maatschappelijke dialoog en inclusief bestuur kan conflicten voorkomen en de-escaleren. Onderzoek benadrukt dat 1 dollar preventie vooraf 16 dollar bespaart aan humanitaire hulp en schade achteraf herstellen. Een weerbare rechtsstaat is bovendien een voorwaarde voor vooruitgang, bijvoorbeeld op handel of voedselzekerheid.<\/span>\u00a0<\/span><\/p>\n

Met programma's op deze thema's houd je ook een vinger aan de pols in langlopende maatschappelijke processen. Cynischer bekeken verlies je met OS-bezuinigingen invloed 'aan tafel': invloed die landen als China en Rusland graag uitbreiden op bijvoorbeeld het Afrikaanse continent, met het jongste arbeidspotentieel ter wereld, een enorme afzetmarkt en kostbare grondstoffen.<\/span>\u00a0<\/span><\/p>\n

Realistische verwachtingen en \u00e9\u00e9n buitenlandbeleid<\/span><\/b>\u00a0<\/span><\/p>\n

Genoeg redenen om te blijven investeren in de rechtsstaat elders dus. Maar wat doe je er aan? Een evaluatie benadrukte onlangs dat de gezamenlijke Nederlandse inzet (defensie, OS, handel) in Afghanistan, Mali en Zuid-Soedan lokaal bijdroeg aan vrede, maar op landelijk niveau niet aan structureel minder geweld.<\/span>\u00a0<\/span><\/p>\n

Het moet dus anders en we weten welke steun realistischer en effectiever is dan de traditionele 'top-down' institutionele aanpak. Ontwikkelingslanden accepteren die Westerse 'knip-plakmodellen' en paternalisme ook niet meer.<\/span>\u00a0<\/span><\/p>\n

Met lokaal gedreven ondersteuning die de kracht van maatschappelijke organisaties en instituties bundelt, verstevigt OS een weerbaar netwerk van partners - gemeenschappen en organisaties - in ontwikkelingslanden. Zij nemen z\u00e9lf de leiding over de invulling van hun (informele) rechtspraak en bestuur. Er is immers geen recept, maar cijfers wijzen nog altijd uit dat in Afrika een groeiende meerderheid een (beter functionerende) democratie wil.<\/span>\u00a0<\/span><\/p>\n

Resultaten op nationale schaal zijn pas te verwachten bij politiek momentum; dan kan OS faciliteren dat deze partners samen met overheden de formele rechtspraak, politie en bestuur eerlijker en effectiever inrichten.<\/span>\u00a0<\/span><\/p>\n

Naast direct geholpen individuen (in 2022 hielp Nederland 729.000 mensen aan toegang tot rechtspraak), is de meerwaarde dus ook indirect. Deze inzet is vooral effectief als het verdere buitenlandbeleid deze doelen versterkt met eerlijke handel, diplomatieke inzet (bijv. de VN), klimaat- en belastingbeleid of defensie (bijv. stabiliteit tijdens vredesprocessen). Zo ondersteun je samen met andere 'donorlanden' strategisch de grondoorzaken voor conflict zoals ongelijkheid en uitsluiting. Hier hebben wij allen baat bij in onze internationale handel, beheersbaarheid van migratie, veiligheid voor terrorisme of escalerende conflicten, etc.<\/span>\u00a0<\/span><\/p>\n

Oproep<\/span><\/b>\u00a0<\/span><\/p>\n

De oproep aan de formerende partijen in Den Haag - de Stad van Recht en Vrede - is dus om je met OS niet blind te staren op Nederlandse korte termijn belangen als migratie en handel. OS en samenwerking met maatschappelijke organisaties maakt een strategisch buitenlandbeleid rond vrede, veiligheid en welvaart effectiever. En tijdens een wereldwijde crisis van de rechtsstaat die ons net zo goed raakt, is dit helaas hard nodig.\u00a0<\/span>\u00a0<\/span><\/p>\n
