{"id":26175,"date":"2026-03-17T15:37:42","date_gmt":"2026-03-17T15:37:42","guid":{"rendered":"https:\/\/nimd.org\/?p=26175"},"modified":"2026-03-17T15:37:44","modified_gmt":"2026-03-17T15:37:44","slug":"somalias-csos-role-in-lawmaking","status":"publish","type":"post","link":"https:\/\/nimd.org\/fr\/somalias-csos-role-in-lawmaking\/","title":{"rendered":"Vers une gouvernance inclusive : La soci\u00e9t\u00e9 civile et l'avenir de la participation l\u00e9gislative en Somalie"},"content":{"rendered":"<p>Les organisations de la soci\u00e9t\u00e9 civile (OSC) en Somalie jouent un r\u00f4le essentiel en comblant le foss\u00e9 entre les citoyens et les institutions de l'\u00c9tat, en particulier le pouvoir l\u00e9gislatif. Toutefois, leur participation aux processus l\u00e9gislatifs reste fortement entrav\u00e9e par des limitations structurelles, juridiques et politiques. Malgr\u00e9 les efforts d\u00e9ploy\u00e9s pour accro\u00eetre leur participation, les OSC restent largement exclues d'un engagement significatif dans l'\u00e9laboration des lois, la r\u00e9forme des politiques et le contr\u00f4le parlementaire.<\/p>\n\n\n\n<p>Dans le cadre du projet Gole-kaab, le NIMD travaille avec des ONG somaliennes pour inverser cette tendance. Nous nous effor\u00e7ons d'aider les OSC \u00e0 occuper la place qui leur revient dans la d\u00e9mocratie somalienne.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-limited-access-limited-voice-challenges-hindering-cso-participation\"><strong>Acc\u00e8s limit\u00e9, voix limit\u00e9e : Les obstacles \u00e0 la participation des OSC<\/strong><\/h2>\n\n\n\n<p>L'un des d\u00e9fis les plus importants en Somalie est l'absence d'un cadre juridique qui d\u00e9finit ou facilite la participation des OSC aux processus parlementaires. Bien que les deux chambres du Parlement disposent de r\u00e8gles de proc\u00e9dure encourageant les sous-commissions \u00e0 impliquer les parties prenantes, ces dispositions sont appliqu\u00e9es de mani\u00e8re incoh\u00e9rente. Les OSC sont parfois invit\u00e9es \u00e0 participer \u00e0 des consultations sur des projets de loi, mais leurs contributions sont rarement prises en compte dans les lois finales. Cet engagement est donc largement symbolique.<\/p>\n\n\n\n<p>De plus, il n'existe aucun m\u00e9canisme formel permettant aux OSC de soumettre des propositions, d'examiner des projets ou de suivre la l\u00e9gislation. Les OSC ont donc l'impression que l'espace l\u00e9gislatif est non seulement opaque, mais aussi inaccessible. Parall\u00e8lement, plusieurs minist\u00e8res appliquent les lois de mani\u00e8re s\u00e9lective ou retardent leur mise en \u0153uvre. Cette situation compromet encore davantage la pertinence du retour d'information des OSC et de la responsabilit\u00e9 publique.<\/p>\n\n\n\n<p>Les processus budg\u00e9taires sont \u00e9galement ferm\u00e9s. Les OSC ne jouent aucun r\u00f4le dans la formulation du budget ou le suivi des d\u00e9penses, et m\u00eame les sous-commissions parlementaires re\u00e7oivent souvent les propositions financi\u00e8res \u00e0 la derni\u00e8re minute, ce qui limite \u00e0 la fois l'examen et le d\u00e9bat. Cette situation isole encore davantage la soci\u00e9t\u00e9 civile de l'un des domaines les plus critiques de la responsabilit\u00e9 d\u00e9mocratique.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-strengthening-the-legislative-process-through-civic-oversight\"><strong>Renforcer le processus l\u00e9gislatif par un contr\u00f4le civique<\/strong><\/h2>\n\n\n\n<p>C'est l\u00e0 qu'intervient Gole-kaab. Traduit librement par \u201crenforcement des parlements et des conseils locaux\u201d, Gole-kaab est une action de 36 mois financ\u00e9e par l'UE. Gr\u00e2ce \u00e0 ce projet, nous visons \u00e0 instaurer la confiance et \u00e0 \u00e9tablir des relations solides entre le parlement, la soci\u00e9t\u00e9 civile et les citoyens de Somalie.<\/p>\n\n\n\n<p>Dans le cadre du projet, le NIMD a travaill\u00e9 sur le processus l\u00e9gislatif en Somalie. Nous nous effor\u00e7ons d'assurer un moment formel pendant les \u00e9tapes d'examen en commission, au cours duquel les OSC contribuent aux projets de loi.<\/p>\n\n\n\n<p>Gr\u00e2ce \u00e0 Gole-kaab, les groupes de travail des OSC ont r\u00e9cemment eu acc\u00e8s aux projets de l\u00e9gislation et ont contribu\u00e9 \u00e0 leur \u00e9laboration avant les lectures finales. Cela a permis d'am\u00e9liorer la transparence des proc\u00e9dures l\u00e9gislatives. Gr\u00e2ce \u00e0 l'apport des OSC, les lois peuvent mieux refl\u00e9ter les pr\u00e9occupations publiques et locales.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-is-gole-kaab\">Qu'est-ce que Gole-kaab ?<\/h2>\n\n\n\n<p>Le projet Gole-Kaab est mis en \u0153uvre par le NIMD Somali et trois OSC :<br><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/sonsaplatform.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Association des acteurs non \u00e9tatiques de Somalie (SONSA)<\/a>: Dirige l'engagement au niveau f\u00e9d\u00e9ral avec le Parlement.<\/li>\n\n\n\n<li><a href=\"https:\/\/punsaa.org.so\/\" target=\"_blank\" rel=\"noreferrer noopener\">Association des acteurs non \u00e9tatiques du Puntland (PUNSAA)<\/a>: Dirige l'engagement de l'\u00c9tat aupr\u00e8s du Parlement du Puntland et amplifie la voix des acteurs non \u00e9tatiques au Puntland.<\/li>\n\n\n\n<li><a href=\"https:\/\/centerfordsd.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Centre pour la d\u00e9mocratie et le d\u00e9veloppement durable (CDSD) :<\/a> Soutien \u00e0 la mise en \u0153uvre au niveau de l'\u00c9tat et du district au Puntland.<\/li>\n<\/ul>\n\n\n\n<p>Ensemble, nous soutenons les organisations de la soci\u00e9t\u00e9 civile afin d'am\u00e9liorer la sensibilisation et la participation des citoyens aux proc\u00e9dures parlementaires en Somalie. Notre principal objectif est de veiller \u00e0 ce que tous les groupes soient entendus - en amplifiant la voix des citoyens et en renfor\u00e7ant le r\u00f4le des OSC dans la d\u00e9fense des demandes des citoyens dans le processus de prise de d\u00e9cision. Nous nous effor\u00e7ons \u00e9galement d'am\u00e9liorer le contr\u00f4le civique des parlements aux niveaux f\u00e9d\u00e9ral et \u00e9tatique de la Somalie. Nous donnons la priorit\u00e9 aux int\u00e9r\u00eats de la population et soutenons la construction de l'\u00c9tat et la consolidation de la paix gr\u00e2ce \u00e0 un contr\u00f4le efficace des proc\u00e9dures parlementaires.
