{"id":18949,"date":"2021-02-18T10:19:51","date_gmt":"2021-02-18T10:19:51","guid":{"rendered":"https:\/\/nimd.org\/whose-transition-matransition\/"},"modified":"2025-07-07T03:26:04","modified_gmt":"2025-07-07T03:26:04","slug":"whose-transition-matransition","status":"publish","type":"post","link":"https:\/\/nimd.org\/fr\/whose-transition-matransition\/","title":{"rendered":"La transition de qui ? #MaTransition."},"content":{"rendered":"<p>Lorsque le pr\u00e9sident malien Ibrahim Boubacar Ke\u00efta (\u00e9galement connu sous le nom d'IBK) a \u00e9t\u00e9 contraint de quitter le pouvoir lors d'une \u00e9lection pr\u00e9sidentielle, il s'est vu refuser l'acc\u00e8s \u00e0 la justice. <a href=\"https:\/\/nimd.org\/fr\/nimds-sahel-regional-director-on-current-events-in-mali\/\">coup d'\u00c9tat de mai dernier<\/a>Le pays \u00e9tait confront\u00e9 \u00e0 de multiples d\u00e9fis. Les plus pr\u00e9judiciables sont les all\u00e9gations de corruption et de mauvaise gestion sous la direction d'IBK et les doutes de l'opinion publique quant \u00e0 la cr\u00e9dibilit\u00e9 des r\u00e9centes \u00e9lections.<\/p>\n<p>Suite \u00e0 l'adoption d'une feuille de route de transition, un gouvernement de transition a \u00e9t\u00e9 mis en place. Les Maliens ont plac\u00e9 beaucoup d'espoir dans les institutions de transition et l'optimisme \u00e9tait de mise quant aux chances d'un nouveau d\u00e9part d\u00e9mocratique pour le Mali.<\/p>\n<p>Le NIMD et ses partenaires au Mali, \u00e0 savoir la <a href=\"https:\/\/www.rnw.org\/\" target=\"_blank\" rel=\"noopener\">RNW Media<\/a>-soutenu <a href=\"https:\/\/twitter.com\/benberem?lang=en\" target=\"_blank\" rel=\"noopener\">Benbere<\/a> et la plate-forme du Mali <a href=\"https:\/\/twitter.com\/doniblogmali?lang=en\" target=\"_blank\" rel=\"noopener\">Communaut\u00e9 de blogueurs Doniblog<\/a>Les membres de l'association ont compris que la transition \u00e9tait l'occasion de faire entendre la voix des Maliens ordinaires dans le discours politique. Nous avons rapidement commenc\u00e9 \u00e0 travailler sur un moyen d'\u00e9largir l'acc\u00e8s au d\u00e9bat politique en cours au Mali, ce qui nous a conduits \u00e0 lancer collectivement le projet <a href=\"https:\/\/benbere.org\/ma-transition\/\" target=\"_blank\" rel=\"noopener\">Campagne #MaTransition (Ma transition)<\/a>.<\/p>\n<p><strong>La campagne #MaTransition<\/strong><\/p>\n<p>La campagne #MaTransition, qui <a href=\"https:\/\/www.jeuneafrique.com\/1035104\/politique\/mali-matransition-le-hashtag-qui-donne-le-pouvoir-aux-jeunes\/\" target=\"_blank\" rel=\"noopener\">Jeune Afrique labellis\u00e9<\/a> Le site Web de la Commission europ\u00e9enne, qui se pr\u00e9sente comme \"le hashtag qui responsabilise les jeunes\", a pour but d'ouvrir les questions sur tous les sujets li\u00e9s \u00e0 la gouvernance. Avec ce deuxi\u00e8me coup d'\u00c9tat en l'espace de 10 ans, les Maliens avaient clairement besoin d'une nouvelle recette pour leur leadership. \u00c0 cette fin, il est essentiel de favoriser le dialogue au sein de la soci\u00e9t\u00e9, y compris entre les dirigeants politiques et le grand public.<\/p>\n<p>&nbsp;<\/p>\n<p>Le coup d'\u00c9tat et son contexte ont conduit de nombreuses personnes au Mali, toutes tendances politiques confondues, \u00e0 appeler \u00e0 une \"refondation de la gouvernance\" dans le pays. En substance, le coup d'\u00c9tat a montr\u00e9 que le mod\u00e8le d\u00e9mocratique malien ne r\u00e9pondait pas aux codes de valeurs port\u00e9s par les citoyens. En encourageant un engagement g\u00e9n\u00e9ralis\u00e9 dans la campagne #MaTransition, on a distill\u00e9 des caract\u00e9ristiques tangibles des valeurs nationales et on s'est concentr\u00e9 sur des questions telles que :<\/p>\n<ul>\n<li><em>Quelles sont les valeurs cardinales du syst\u00e8me d\u00e9mocratique malien ?<\/em><\/li>\n<li><em>Quels sont les principes qui r\u00e9gissent l'organisation de nos soci\u00e9t\u00e9s et qui peuvent assurer l'\u00e9quilibre et la coh\u00e9sion de nos relations sociales ?<\/em><\/li>\n<li><em>Comment le syst\u00e8me politique peut-il se fonder sur des valeurs et des r\u00e9alit\u00e9s endog\u00e8nes pour que la d\u00e9mocratie fonctionne ?<\/em><\/li>\n<li><em>Comment combiner l'id\u00e9al \u00e9galitaire du syst\u00e8me d\u00e9mocratique avec les r\u00e9alit\u00e9s d'une soci\u00e9t\u00e9 fortement hi\u00e9rarchis\u00e9e ?<\/em><\/li>\n<\/ul>\n<p>Il est essentiel de r\u00e9pondre \u00e0 ces questions par des id\u00e9es d'origine locale. L'appropriation par les Maliens de la culture d\u00e9mocratique malienne est aussi importante que l'appropriation par les N\u00e9erlandais de la culture d\u00e9mocratique n\u00e9erlandaise, et en fait que tout peuple choisissant sa propre voie d\u00e9mocratique. Si nous pouvons apprendre des autres d\u00e9mocraties et \u00e9changer avec elles, la d\u00e9mocratie n'est pas une solution unique.<\/p>\n<p><strong>Ce que #MaTransition nous a appris sur les valeurs d\u00e9mocratiques maliennes<\/strong><\/p>\n<p>L'engagement aupr\u00e8s d'un \u00e9chantillon aussi large de la soci\u00e9t\u00e9 malienne, depuis les gens ordinaires dans les rues jusqu'aux bureaux des d\u00e9put\u00e9s, a permis d'obtenir de nombreuses informations pratiques. Nous avons pu recueillir des donn\u00e9es d'opinion sur toutes sortes de domaines politiques, de la mani\u00e8re dont les partis de la transition devraient se comporter au r\u00f4le du syst\u00e8me \u00e9ducatif et \u00e0 la perception du leadership des femmes. Ce que nous avons appris, c'est que les \u00e9lecteurs maliens recherchent particuli\u00e8rement des comp\u00e9tences sp\u00e9cifiques en mati\u00e8re de gouvernance (par opposition \u00e0 une personnalit\u00e9 charismatique ou \u00e0 d'autres traits), et que les r\u00e9formes devraient donner la priorit\u00e9 aux secteurs de l'\u00c9tat et de l'\u00e9ducation.<\/p>\n<figure id=\"attachment_11644\" aria-describedby=\"caption-attachment-11644\" style=\"width: 522px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-11644\" src=\"http:\/\/nimd.org\/wp-content\/uploads\/2025\/02\/matransition-e1613401713676.png\" alt=\"\" width=\"522\" height=\"403\" \/><figcaption id=\"caption-attachment-11644\" class=\"wp-caption-text\">La port\u00e9e de la campagne #MaTransition \u00e0 la fin de 2020.<\/figcaption><\/figure>\n<p><em>\u00a0<\/em><\/p>\n<p>Par exemple, dans le domaine du droit constitutionnel, des id\u00e9es ont \u00e9t\u00e9 \u00e9chang\u00e9es sur la mani\u00e8re de renforcer la s\u00e9paration des pouvoirs au Mali et de donner plus de voix aux gouvernements r\u00e9gionaux. Les Maliens ont \u00e9galement utilis\u00e9 la campagne #MaTransition pour discuter des sujets suivants <em>quand<\/em> ces changements devraient avoir lieu et <em>qui <\/em>devrait le faire. Le gouvernement de transition ? Le gouvernement post-transition ? Ces choix peuvent affecter la d\u00e9mocratie malienne pour les d\u00e9cennies \u00e0 venir.<\/p>\n<p>Un deuxi\u00e8me domaine prioritaire \u00e9tait l'administration des \u00e9lections - apr\u00e8s tout, c'est un processus \u00e9lectoral perturb\u00e9 qui a d\u00e9clench\u00e9 le coup d'\u00c9tat en premier lieu. De nombreux Maliens ont l'impression que leur voix ne compte pas et que les \u00e9lections sont d\u00e9cid\u00e9es en fonction du pouvoir d'achat plut\u00f4t que de l'efficacit\u00e9 des solutions politiques propos\u00e9es. Parmi les r\u00e9formes propos\u00e9es figurent la gestion du processus \u00e9lectoral par un organisme unique, ind\u00e9pendant des autres organes gouvernementaux, ainsi que de nouvelles r\u00e8gles sur la conduite financi\u00e8re des partis politiques et des fonctionnaires.<\/p>\n<p><strong>Recommandations de la campagne #MaTransition<\/strong><\/p>\n<p>\u00c0 l'issue de la campagne, nous avons \u00e9t\u00e9 en mesure de formuler des recommandations concr\u00e8tes qui font l'objet d'un large consensus au sein de l'opinion publique, tant pour les autorit\u00e9s de transition que pour celles de l'apr\u00e8s-transition :<\/p>\n<p><em>Aux autorit\u00e9s de transition :<\/em><\/p>\n<ul>\n<li>D\u00e9clarer leur propri\u00e9t\u00e9 ;<\/li>\n<li>Se concentrer sur quelques priorit\u00e9s sp\u00e9cifiques, dont la s\u00e9curit\u00e9 ;<\/li>\n<li>R\u00e9viser le code \u00e9lectoral avec la mise en place d'un organisme unique de gestion des \u00e9lections ;<\/li>\n<li>\u00c9couter les dol\u00e9ances des citoyens, y compris ceux qui vivent dans les zones rurales ;<\/li>\n<li>Mettre en place une surveillance et un contr\u00f4le des d\u00e9penses des partis politiques qui b\u00e9n\u00e9ficient d'un financement de l'\u00c9tat ;<\/li>\n<li>Respecter dans toutes les institutions transitoires la loi 052, qui accorde au moins 30% des postes \u00e9lectifs et nominatifs aux femmes.<\/li>\n<\/ul>\n<p><em>Aux autorit\u00e9s post-transition :<\/em><\/p>\n<ul>\n<li>R\u00e9viser la Constitution et passer \u00e0 la quatri\u00e8me R\u00e9publique ;<\/li>\n<li>Codifier le r\u00f4le des autorit\u00e9s traditionnelles et religieuses dans la Constitution ;<\/li>\n<li>R\u00e9former l'\u00e9ducation en mettant l'accent sur la formation professionnelle.<\/li>\n<\/ul>\n<p>Le NIMD et ses partenaires esp\u00e8rent que ces recommandations \u00e9claireront les futures d\u00e9cisions de gouvernance dans le pays, car elles repr\u00e9sentent les souhaits du peuple malien lui-m\u00eame.
