Daniel Loya, directeur ex\u00e9cutif du Centre tanzanien pour la d\u00e9mocratie (TCD).\u00a0<\/em><\/p>\n<p><em>Le TCD est l'un des plus anciens partenaires du NIMD. Notre programme s'y est d\u00e9roul\u00e9 de 2006 \u00e0 2012. Depuis, nous sommes heureux de pouvoir continuer \u00e0 travailler avec l'organisation, et avec Loya en tant que directeur, dans le cadre du Partenariat mondial pour la d\u00e9mocratie multipartite.<\/em><\/p>\n<p><em>Au fil des ans, nombre d'entre nous au NIMD ont tiss\u00e9 des liens d'amiti\u00e9 et de confiance avec Loya. Il manquera beaucoup \u00e0 notre organisation.\u00a0<\/em><\/p>\n<p><em>Ci-dessous, nous partageons avec vous quelques mots de Shaun Mackay, conseiller externe du NIMD pour le dialogue. Shaun a travaill\u00e9 en \u00e9troite collaboration avec Loya, d\u00e8s le d\u00e9but du travail de la NIMD en Afrique.\u00a0<\/em><\/p>\n<p>Le nom de Daniel Loya, ou simplement \"Loya\" comme l'appelaient affectueusement ses coll\u00e8gues et amis du NIMD et du TCD, est synonyme de TCD. Il \u00e9tait pr\u00e9sent d\u00e8s la gen\u00e8se du TCD en Tanzanie. Il a succ\u00e9d\u00e9 au premier coordinateur national, le professeur A. Liviga, et a fid\u00e8lement servi le TCD jusqu'\u00e0 son triste d\u00e9c\u00e8s cette semaine.<\/p>\n<p>J'ai appris \u00e0 appr\u00e9cier son sens de l'humour unique (qu'il ne partageait pas volontiers jusqu'\u00e0 ce qu'il vous fasse confiance) et son d\u00e9vouement \u00e0 la cause du dialogue entre les partis comme moyen de renforcer et d'\u00e9tayer ce qui \u00e9tait alors la d\u00e9mocratie naissante de son pays. Il \u00e9tait un guerrier humble et discret de la d\u00e9mocratie dans son pays, pr\u00e9f\u00e9rant laisser les feux de la rampe aux partis politiques membres.<\/p>\n<p>Les choses n'ont pas toujours \u00e9t\u00e9 faciles pour lui et pour le TCD, mais il a pers\u00e9v\u00e9r\u00e9 face aux nombreux d\u00e9fis et a r\u00e9ussi \u00e0 maintenir l'organisation en vie malgr\u00e9 tout. L'un des points forts des services rendus par Loya \u00e0 TCD et aux parties qu'il servait a \u00e9t\u00e9 le moment o\u00f9 le gouvernement tanzanien (\u00e0 la suite des pressions exerc\u00e9es par TCD) a commenc\u00e9 \u00e0 financer les op\u00e9rations et les activit\u00e9s de l'organisation, ce que de nombreux autres partenaires du NIMD s'effor\u00e7aient de faire \u00e0 l'\u00e9poque. Je me souviens de l'admiration que nous portions \u00e0 TCD pour cette r\u00e9alisation impressionnante.<\/p>\n<p>J'ai toujours \u00e9t\u00e9 impressionn\u00e9 par l'\u00e9tendue des relations et le respect dont jouissait Loya aupr\u00e8s des hommes politiques de tout l'\u00e9chiquier politique du pays.<\/p>\n<p>Il est juste d'observer que le TCD, sous la direction de Loya, a jou\u00e9 un r\u00f4le important dans la vie politique de la Tanzanie pendant la majeure partie de l'existence de l'organisation. Daniel Loya, quel que soit l'angle sous lequel on le consid\u00e8re, a laiss\u00e9 une marque ind\u00e9l\u00e9bile sur les personnes et les organisations pour lesquelles il a travaill\u00e9 et avec lesquelles il a travaill\u00e9, y compris ses coll\u00e8gues et amis du NIMD. Mais surtout, le TCD et ses partis membres ont perdu un ami et un champion de longue date.<\/p>\n<p>Bon courage Loya !\"<\/p>\n<p><em>Le NIMD souhaite pr\u00e9senter ses plus sinc\u00e8res condol\u00e9ances \u00e0 la famille, aux amis et aux coll\u00e8gues de Daniel Loya en ces moments difficiles.
