Un simple coup d'\u0153il dans les livres d'histoire montre la lutte acharn\u00e9e qu'il faut mener dans de telles circonstances, de la Grande-Bretagne au B\u00e9nin et au-del\u00e0.<\/p>\n<p>Depuis la signature de l'accord de paix historique en 2016, le contexte de la transition d\u00e9mocratique en Colombie a connu des d\u00e9fis particuliers. Le plus urgent d'entre eux a \u00e9t\u00e9 la violence politique continue. Entre janvier et octobre 2018, 289 dirigeants sociaux, politiques et communaux colombiens ont \u00e9t\u00e9 victimes de violences. Parmi eux, 130 ont \u00e9t\u00e9 tu\u00e9s. Des chiffres aussi dramatiques montrent que les partis et les dirigeants doivent r\u00e9fl\u00e9chir collectivement \u00e0 la mani\u00e8re dont ils peuvent s'attaquer au probl\u00e8me.<\/p>\n<figure id=\"attachment_7964\" aria-describedby=\"caption-attachment-7964\" style=\"width: 512px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-7964\" src=\"http:\/\/nimd.org\/wp-content\/uploads\/2025\/02\/DSC_6116.jpg\" alt=\"\" width=\"512\" height=\"341\" \/><figcaption id=\"caption-attachment-7964\" class=\"wp-caption-text\">Andr\u00e9s Saenz, directeur du projet d'action d\u00e9mocratique pour la paix du NIMD, s'adressant au public sur l'importance d'\u00e9couter les points de vue locaux sur la violence politique pour lutter contre celle-ci.<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>C'est ce qui a incit\u00e9 le NIMD Colombie \u00e0 r\u00e9unir deux groupes d'experts issus de l'ensemble de l'\u00e9chiquier politique colombien pour discuter de la question de la violence politique. Le 12 mars, des repr\u00e9sentants d'organisations internationales, d'universit\u00e9s, d'organisations civiles et de membres du Congr\u00e8s se sont r\u00e9unis \u00e0 l'universit\u00e9 Externado de Colombia pour un forum public intitul\u00e9 \"Politics In Colombia : Activit\u00e9 \u00e0 haut risque\".<\/p>\n<p>S'adressant au public de Bogota, Patricia Llombart, ambassadrice de l'Union europ\u00e9enne, a invit\u00e9 les participants \u00e0 \u0153uvrer pour changer la culture de la confrontation en faveur d'une culture de la construction collective. \"La participation politique implique la promotion de la pluralit\u00e9. Cela renforce, l\u00e9gitime et \u00e9largit la d\u00e9mocratie. Il est important que les \u00e9lus et l'opposition prennent leurs responsabilit\u00e9s.<\/p>\n<p>Le forum du 12 mars a accueilli deux panels. Le premier, intitul\u00e9 \"\u00c9quilibres et propositions pour la s\u00e9curit\u00e9 de l'exercice de la politique \u00e0 7 mois des \u00e9lections locales\", a r\u00e9uni Camilo Vargas, de la Mission d'observation \u00e9lectorale, et le s\u00e9nateur Juli\u00e1n Gallo, porte-parole du banc de la Force commune r\u00e9volutionnaire alternative, qui ont plaid\u00e9 respectivement pour des politiques gouvernementales pr\u00e9ventives et pour un pacte politique national.<\/p>\n<p>Lorena Zabala, coordinatrice du groupe de pr\u00e9vention et de protection du bureau du procureur g\u00e9n\u00e9ral, Ceferino Mosquera, pr\u00e9sident de la Conf\u00e9d\u00e9ration nationale de l'action communautaire, et Paola Montilla, professeur \u00e0 l'universit\u00e9 Externado, se sont joints \u00e0 eux dans le premier groupe de discussion.<\/p>\n<figure id=\"attachment_7958\" aria-describedby=\"caption-attachment-7958\" style=\"width: 512px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-7958\" src=\"http:\/\/nimd.org\/wp-content\/uploads\/2025\/02\/panel-2.jpg\" alt=\"\" width=\"512\" height=\"342\" \/><figcaption id=\"caption-attachment-7958\" class=\"wp-caption-text\">Le premier panel, qui a discut\u00e9 de la mani\u00e8re d'assurer la s\u00e9curit\u00e9 des dirigeants politiques avant les \u00e9lections locales qui se tiendront plus tard dans l'ann\u00e9e, s'est pench\u00e9 sur la question de la s\u00e9curit\u00e9.<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>\u00c1ngela Rodr\u00edguez, directrice ex\u00e9cutive du NIMD Colombie, a reconnu les efforts des deux derniers gouvernements pour offrir des mesures de protection aux dirigeants des r\u00e9gions. Cependant, elle a soulign\u00e9 que des actions concr\u00e8tes sont n\u00e9cessaires pour \u00e9viter la violence contre ceux qui d\u00e9cident de participer \u00e0 la vie politique : \"La violence politique touche tous les partis et affecte les zones rurales et urbaines. C'est un probl\u00e8me universel. Il est n\u00e9cessaire que le gouvernement et les partis s'engagent \u00e0 prot\u00e9ger leurs dirigeants. Le NIMD lance un appel sp\u00e9cial aux partis politiques pour qu'ils prennent en charge la pr\u00e9vention de la violence de la part de ceux qui les repr\u00e9sentent.<\/p>\n<p>Le deuxi\u00e8me panel de l'\u00e9v\u00e9nement a abord\u00e9 les perspectives r\u00e9gionales des d\u00e9fis de s\u00e9curit\u00e9 en politique.
