Apr\u00e8s avoir perdu sa qualit\u00e9 de membre de l'IPOD en raison d'une d\u00e9faite \u00e9lectorale en 2016, la JEEMA a \u00e9t\u00e9 invit\u00e9e \u00e0 revenir au sein du forum suite \u00e0 l'\u00e9lection r\u00e9ussie de l'honorable Asuman Basalirwa, d\u00e9put\u00e9 de la municipalit\u00e9 de Bugiri. L'invitation a \u00e9t\u00e9 lanc\u00e9e car les membres de l'IPOD cherchent \u00e0 repr\u00e9senter tous les partis op\u00e9rant au sein du corps l\u00e9gislatif ougandais.<\/p>\n<p>S'exprimant lors d'une conf\u00e9rence de presse \u00e0 l'h\u00f4tel Protea de Kololo, le repr\u00e9sentant national du NIMD et secr\u00e9taire ex\u00e9cutif de l'IPOD, M. Frank N. Rusa, a d\u00e9clar\u00e9 que les nouveaux venus tels que JEEMA ont la capacit\u00e9 non seulement de renforcer l'IPOD, mais aussi de contribuer au discours riche d'opinions diverses afin de favoriser le consensus tant attendu sur les questions nationales pertinentes. \"Puisque la plateforme IPOD est un espace s\u00fbr pour promouvoir des discussions importantes et honn\u00eates entre les partis politiques au plus haut niveau, un nouveau parti politique comme JEEMA qui vient avec une perspective unique sur les questions nationales est un ajout bienvenu \u00e0 cette plateforme\", a d\u00e9clar\u00e9 M. Rusa.<\/p>\n<figure id=\"attachment_7149\" aria-describedby=\"caption-attachment-7149\" style=\"width: 512px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-7149\" src=\"http:\/\/nimd.org\/wp-content\/uploads\/2025\/02\/DSC_1557.jpg\" alt=\"\" width=\"512\" height=\"339\" \/><figcaption id=\"caption-attachment-7149\" class=\"wp-caption-text\">Les d\u00e9l\u00e9gu\u00e9s de tous les horizons politiques consid\u00e8rent l'IPOD comme une occasion pr\u00e9cieuse de r\u00e9conciliation et de collaboration.<\/figcaption><\/figure>\n<p>L'IPOD, qui en est \u00e0 sa huiti\u00e8me ann\u00e9e d'existence, intensifie ses efforts pour soutenir une d\u00e9mocratie multipartite dynamique en Ouganda. Outre la JEEMA, ses membres comprennent le Parti d\u00e9mocratique (DP), le Forum pour le changement d\u00e9mocratique (FDC), le Congr\u00e8s du peuple ougandais (UPC) et le Mouvement de r\u00e9sistance nationale (NRM) au pouvoir. Les partis participants ont examin\u00e9 les performances de l'IPOD en 2018 et l'organisation a mis en place des plans pour que les partis engagent un dialogue avec la Commission \u00e9lectorale de l'Ouganda (IC) avant les \u00e9lections de 2021. L'IPOD a \u00e9galement \u00e9t\u00e9 mandat\u00e9 par le bureau du Premier ministre pour aider \u00e0 la coordination de l'initiative de dialogue national, qui vise \u00e0 obtenir un consensus sur les r\u00e9formes \u00e9lectorales entre les partis ougandais.<\/p>\n<p>Les autres partis de l'IPOD ont fait \u00e9cho aux sentiments de Rusa, notamment le pr\u00e9sident de l'Uganda People's Congress (UPC), Jimmy Akena, qui a ajout\u00e9 : \"Je suis heureux de voir la JEEMA nous rejoindre une fois de plus. JEEMA ne nous a jamais quitt\u00e9s et nous l'avons toujours consid\u00e9r\u00e9e comme faisant partie de nous. Nous nous battons tous pour la m\u00eame chose : une citoyennet\u00e9 d\u00e9mocratis\u00e9e, et cela ne peut \u00eatre r\u00e9alis\u00e9 que par un dialogue appropri\u00e9 entre toutes les parties concern\u00e9es. C'est pourquoi j'appelle tous les d\u00e9put\u00e9s \u00e0 pr\u00f4ner le dialogue, quel que soit le parti auquel ils appartiennent\".<\/p>\n<figure id=\"attachment_7150\" aria-describedby=\"caption-attachment-7150\" style=\"width: 512px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-7150\" src=\"http:\/\/nimd.org\/wp-content\/uploads\/2025\/02\/DSC_1577.jpg\" alt=\"\" width=\"512\" height=\"339\" \/><figcaption id=\"caption-attachment-7150\" class=\"wp-caption-text\">Le secr\u00e9taire ex\u00e9cutif de l'IPOD, Frank Rusa, s'adresse aux d\u00e9l\u00e9gu\u00e9s \u00e0 Kampala.<\/figcaption><\/figure>\n<p>La plateforme de dialogue fond\u00e9e et facilit\u00e9e par le NIMD en Ouganda a jou\u00e9 un r\u00f4le important dans la structuration du dialogue multipartite dans le pays, malgr\u00e9 un environnement politique difficile. Les partis participants am\u00e9liorent continuellement leurs structures d\u00e9cisionnelles internes afin de pr\u00e9senter des positions coh\u00e9rentes au forum.
