Los datos muestran que la mayor\u00eda de los miembros del gabinete y los funcionarios de los gobiernos locales tienen m\u00e1s de 40 a\u00f1os, lo que significa que s\u00f3lo el 3,8% de los miembros del Parlamento tienen 30 a\u00f1os o menos.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Las barreras que afectan a la participaci\u00f3n de los j\u00f3venes son importantes: costes prohibitivos de las campa\u00f1as de cientos de millones de chelines ugandeses, educaci\u00f3n c\u00edvica limitada, apat\u00eda, violencia pol\u00edtica y estereotipos culturales que tachan a los j\u00f3venes de inexpertos o perturbadores. Durante a\u00f1os, los debates sobre la juventud y la pol\u00edtica en Uganda se han centrado sobre todo en la identificaci\u00f3n de problemas y no de soluciones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ahora, una nueva generaci\u00f3n de j\u00f3venes l\u00edderes <a>es<\/a> <a>tomar medidas<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-turning-learning-into-leadership-the-uganda-national-working-group\"><strong>Convertir el aprendizaje en liderazgo: El Grupo Nacional de Trabajo de Uganda<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Reforzar la participaci\u00f3n significativa de los j\u00f3venes en la democracia a escala nacional, regional y mundial, <a href=\"https:\/\/nimd.org\/es\/programme\/uganda\/\">NIMD Uganda<\/a> facilit\u00f3 la creaci\u00f3n de un Grupo de Trabajo Nacional (GTN) sobre Participaci\u00f3n Pol\u00edtica Juvenil Sostenible en el seno del <a href=\"https:\/\/epd.eu\/what-we-do\/programmes\/women-and-youth-in-democracy-wyde-civic-engagement-supporting-women-and-youth-participation-in-democratic-processes\/\" type=\"link\" id=\"https:\/\/epd.eu\/what-we-do\/programmes\/women-and-youth-in-democracy-wyde-civic-engagement-supporting-women-and-youth-participation-in-democratic-processes\/\">Programa de compromiso c\u00edvico WYDE<\/a> para aunar los conocimientos y competencias de diversas organizaciones. El GTN est\u00e1 formado actualmente por 12 j\u00f3venes de ambos sexos de distintas regiones y partidos pol\u00edticos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El NWG tiene una doble responsabilidad: traducir la educaci\u00f3n c\u00edvica y la formaci\u00f3n en liderazgo adquiridas a trav\u00e9s de la Academia para la Democracia de Uganda (UDA) en acciones concretas y relevantes a escala nacional, y nacionalizar la hoja de ruta regional: Hoja de ruta para la participaci\u00f3n pol\u00edtica de los j\u00f3venes en \u00c1frica Oriental- adaptando sus ambiciones a las realidades pol\u00edticas, sociales y econ\u00f3micas espec\u00edficas de Uganda. La hoja de ruta regional se basa en los alumnos de las Escuelas de la Democracia de Etiop\u00eda, Kenia, Somalilandia y Uganda, como parte del programa de compromiso c\u00edvico WYDE, al tiempo que construye un impacto sostenible sobre la juventud en la pol\u00edtica m\u00e1s all\u00e1 de los objetivos del programa. La hoja de ruta regional se presentar\u00e1 en julio en Addis Abeba.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-roadmap-built-by-youth-for-youth\"><strong>Una hoja de ruta construida por j\u00f3venes, para j\u00f3venes<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">En 2025, el NWG comenz\u00f3 a crear una hoja de ruta nacional quinquenal (2026-2030) para mejorar la participaci\u00f3n de los j\u00f3venes en la pol\u00edtica de Uganda. La hoja de ruta, basada en datos de <a href=\"https:\/\/www.ubos.org\/\">UBOS<\/a>, <a href=\"https:\/\/www.afrobarometer.org\/\">Afrobar\u00f3metro<\/a>, y evaluaciones del PNUD- se configur\u00f3 a trav\u00e9s de amplias consultas inclusivas con j\u00f3venes, funcionarios gubernamentales, la sociedad civil y socios internacionales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Un aspecto central de la hoja de ruta son las barreras econ\u00f3micas que impiden a los j\u00f3venes entrar en pol\u00edtica. Llevar a cabo una campa\u00f1a pol\u00edtica viable en Uganda puede costar entre 400 y 500 millones de UGX -unos 92.000 euros-, una suma que excluye de hecho a la mayor\u00eda de los j\u00f3venes aspirantes a pol\u00edticos. El NWG propone reducir las tasas de nominaci\u00f3n a 5-10 millones de UGX (unos 118.000 euros), crear un Fondo Pol\u00edtico Juvenil que proporcione microdonaciones para campa\u00f1as locales y aprovechar programas gubernamentales como Emyooga y el Modelo de Desarrollo Parroquial para apoyar la independencia econ\u00f3mica.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Las numerosas sesiones de formaci\u00f3n durante la beca fueron oportunidades \u00fanicas que muchos j\u00f3venes de todo el pa\u00eds desaprovechan en su b\u00fasqueda de liderazgo. Al poner en pr\u00e1ctica la hoja de ruta siento que estoy a\u00f1adiendo un ladrillo a la construcci\u00f3n de la naci\u00f3n y transmitiendo los conocimientos que adquir\u00ed durante la beca.\u201d - <strong>Omia Abraham, antigua becaria de la UDA<\/strong><\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-naming-the-barriers-building-the-solutions\"><strong>Poner nombre a las barreras, construir las soluciones<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El NWG aborda abiertamente los principales retos a los que se enfrenta la participaci\u00f3n pol\u00edtica de los j\u00f3venes, incluida la violencia pol\u00edtica que disuade a los j\u00f3venes de <a>corriendo por<\/a> oficina. Persisten las disparidades de g\u00e9nero, y las j\u00f3venes se enfrentan a la intimidaci\u00f3n, la estigmatizaci\u00f3n y las altas tasas de embarazo adolescente, que limitan su participaci\u00f3n c\u00edvica. El an\u00e1lisis tambi\u00e9n apunta a la desinformaci\u00f3n y a la fragmentaci\u00f3n de los grupos juveniles, que compiten en lugar de colaborar.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1256\" height=\"706\" src=\"https:\/\/nimd.org\/wp-content\/uploads\/2026\/05\/Picture2.jpg\" alt=\"\" class=\"wp-image-26465\" srcset=\"https:\/\/nimd.org\/wp-content\/uploads\/2026\/05\/Picture2.jpg 1256w, https:\/\/nimd.org\/wp-content\/uploads\/2026\/05\/Picture2-300x169.jpg 300w, https:\/\/nimd.org\/wp-content\/uploads\/2026\/05\/Picture2-1024x576.jpg 1024w, https:\/\/nimd.org\/wp-content\/uploads\/2026\/05\/Picture2-768x432.jpg 768w, https:\/\/nimd.org\/wp-content\/uploads\/2026\/05\/Picture2-18x10.jpg 18w\" sizes=\"auto, (max-width: 1256px) 100vw, 1256px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Reuni\u00f3n del GTN con el Secretario de la Secretar\u00eda Nacional de Grupos de Inter\u00e9s Especial del Ministerio de G\u00e9nero, Trabajo y Desarrollo Social.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Para abordar estas cuestiones, la hoja de ruta se compromete a documentar anualmente la violencia electoral para sensibilizar y apoyar los esfuerzos de defensa a trav\u00e9s de los medios de comunicaci\u00f3n y las asociaciones de derechos humanos, al tiempo que se refuerza la educaci\u00f3n c\u00edvica mediante la formaci\u00f3n de j\u00f3venes en liderazgo y defensa de pol\u00edticas a trav\u00e9s de un programa estructurado.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cLas principales barreras a las que se enfrentan las mujeres j\u00f3venes en la pol\u00edtica son los prejuicios y estereotipos de g\u00e9nero, las suposiciones sobre el liderazgo y las capacidades, y la infrarrepresentaci\u00f3n, donde el hecho de que haya menos mujeres en los cargos hace que sea m\u00e1s dif\u00edcil entrar. En el NWG, utilizo esa base para salvar la brecha generacional y fomentar la solidaridad interpartidaria necesaria para lograr la democracia inclusiva y vibrante esbozada en nuestra Hoja de ruta nacional para la participaci\u00f3n sostenible de los j\u00f3venes en la pol\u00edtica.\u201d - <strong>Basalirwa Jonathan, antiguo becario de la UDA<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Desde su creaci\u00f3n, la UDA ha trabajado para salvar la distancia entre los ideales democr\u00e1ticos de Uganda y su realidad democr\u00e1tica, en particular para los j\u00f3venes. Si tienen \u00e9xito, estos cambios podr\u00edan reportar importantes dividendos econ\u00f3micos y contribuir a impulsar el crecimiento del PIB hasta 6-7% anuales y reducir la volatilidad electoral en las regiones m\u00e1s disputadas del pa\u00eds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pero m\u00e1s all\u00e1 de las estad\u00edsticas, \u00e9sta es una historia de pertenencia. Sobre j\u00f3venes ugandeses a los que se les ha dicho, directa e indirectamente, que la pol\u00edtica no es para ellos, decidiendo juntos que s\u00ed lo es. El Grupo Nacional de Trabajo de Uganda no est\u00e1 esperando un sitio en la mesa.
