El acto cont\u00f3 con la presencia de Benjamin Duerr, abogado internacional, diplom\u00e1tico y autor de <em>De Droom van Den Haag<\/em>(\"La promesa de La Haya\") y Tijmen Rooseboom, Director Ejecutivo de NIMD.<\/p>\n\n\n\n<p>El libro de Duerr analiza las Conferencias de Paz sin precedentes celebradas en La Haya en 1899 y 1907. Estas conferencias, impulsadas en gran medida por figuras visionarias como Bertha von Suttner y el diplom\u00e1tico holand\u00e9s Willem Hendrik de Beaufort, abogaron por el desarme, el establecimiento de normas para la guerra y la creaci\u00f3n de tribunales internacionales.<br><br><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-perceived-failure-or-foundational-legacy\">\u00bfFracaso percibido o legado fundacional?<\/h2>\n\n\n\n<p>Al parecer, el estallido de dos guerras mundiales desacredit\u00f3 la ambici\u00f3n de aquellas primeras conversaciones de paz, tach\u00e1ndolas de ut\u00f3picas e ineficaces. Como se\u00f1al\u00f3 Duerr, esta percepci\u00f3n de fracaso pasa por alto el impacto a m\u00e1s largo plazo: que muchos de los principios nacidos en La Haya, como las normas vinculantes de la guerra, la resoluci\u00f3n pac\u00edfica de disputas o la idea de instituciones jur\u00eddicas globales, siguen constituyendo la base del sistema internacional actual. A pesar de las crisis posteriores, el legado de aquellas conferencias sigue conformando nuestras respuestas colectivas a los conflictos y la injusticia.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-today-s-challenges\">Los retos de hoy<\/h2>\n\n\n\n<p>Los cimientos de la paz y la estabilidad a largo plazo dependen de unas instituciones democr\u00e1ticas s\u00f3lidas y de una cooperaci\u00f3n internacional significativa. Por desgracia, lo que vemos hoy es que la confianza p\u00fablica en las instituciones democr\u00e1ticas se est\u00e1 erosionando y la cooperaci\u00f3n internacional est\u00e1 bajo presi\u00f3n. Debe ir acompa\u00f1ada de apoyo a la democracia y cooperaci\u00f3n al desarrollo. De lo contrario, los Estados corren el riesgo de agravar las mismas inseguridades que pretenden evitar. Los participantes no pod\u00edan estar m\u00e1s de acuerdo. En los debates hicieron hincapi\u00e9 en que la seguridad no puede, ni debe, definirse \u00fanicamente en t\u00e9rminos de fuerza militar.<\/p>\n\n\n\n<p>Duerr tambi\u00e9n se mostr\u00f3 de acuerdo y subray\u00f3 que el mundo sigue necesitando l\u00edderes que rindan cuentas, no s\u00f3lo ante su propio pueblo, sino ante las normas y acuerdos mundiales. Rooseboom a\u00f1adi\u00f3 que la democracia no consiste s\u00f3lo en elecciones, sino tambi\u00e9n en generar confianza, permitir la rendici\u00f3n de cuentas y capacitar a las personas para participar en la toma de decisiones.<\/p>\n\n\n\n<p>El legado de las Conferencias de Paz de La Haya nos recuerda que la cooperaci\u00f3n internacional no es s\u00f3lo una idea elevada, sino que es y sigue siendo esencial para la estabilidad mundial. Y la democracia desempe\u00f1a un importante papel preventivo.
