{"id":18811,"date":"2019-08-13T11:15:35","date_gmt":"2019-08-13T11:15:35","guid":{"rendered":"https:\/\/nimd.org\/leaving-no-one-behind-political-parties-and-the-sdgs\/"},"modified":"2025-04-07T08:02:49","modified_gmt":"2025-04-07T08:02:49","slug":"leaving-no-one-behind-political-parties-and-the-sdgs","status":"publish","type":"post","link":"https:\/\/nimd.org\/es\/leaving-no-one-behind-political-parties-and-the-sdgs\/","title":{"rendered":"No dejar a nadie atr\u00e1s: Los partidos pol\u00edticos y los ODS"},"content":{"rendered":"<p><em><strong>Tras la <a href=\"https:\/\/gpmd.org\/?post_type=post&amp;p=541\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\">Acto del GPMD en el Foro Pol\u00edtico de Alto Nivel de 2019 en Nueva York<\/span><\/a>, <a href=\"https:\/\/gpmd.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">GPMD<\/a> Presidencia y <a href=\"https:\/\/colombia.nimd.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\">NIMD Colombia<\/span><\/a> Su Directora, \u00c1ngela Rodr\u00edguez, reflexiona sobre el papel crucial de los partidos pol\u00edticos para alcanzar los Objetivos de Desarrollo Sostenible.<\/strong><\/em><\/p>\n<p>En 2015, los 193 Estados miembros de la ONU adoptaron la Agenda 2030 para el Desarrollo Sostenible. Al firmar este documento de trabajo hacia un nuevo paradigma de desarrollo, cada Estado se comprometi\u00f3 a centrarse en los derechos, las personas, la igualdad, la inclusi\u00f3n y la sostenibilidad medioambiental. Este nuevo enfoque ser\u00e1 la clave para alcanzar los 17 Objetivos de Desarrollo Sostenible (ODS) establecidos en la Agenda 2030.<\/p>\n<p>Lo que hace \u00fanicos a los ODS es su car\u00e1cter transversal. Alcanzarlos exigir\u00e1 dedicaci\u00f3n y la participaci\u00f3n activa de grupos de toda la sociedad. Uno de los muchos actores que deben participar activamente para que las sociedades alcancen estos objetivos son los partidos pol\u00edticos.<\/p>\n<p><strong>\u00bfQu\u00e9 papel desempe\u00f1an los partidos pol\u00edticos en los ODS?<\/strong><\/p>\n<p>Como instituci\u00f3n b\u00e1sica de todas las democracias modernas, los partidos pol\u00edticos tienen un papel fundamental a la hora de empoderar a los ciudadanos y garantizar la inclusi\u00f3n y la igualdad en las sociedades de todo el mundo. De hecho, son los partidos los encargados de agregar las demandas sociales y transformarlas en decisiones pol\u00edticas.<\/p>\n<p>En este sentido, los partidos pol\u00edticos act\u00faan como una cadena de transmisi\u00f3n, trasladando la voluntad popular a quienes ostentan el poder y toman las decisiones.<\/p>\n<p>Por eso los partidos pol\u00edticos son esenciales para alcanzar los ODS. Orientan las acciones de las instituciones gubernamentales y las organizaciones de la sociedad civil, con el objetivo de establecer medidas eficaces para superar la desigualdad estructural, que es lo que nos impide -en muchos casos- avanzar m\u00e1s en los ODS.<\/p>\n<p>Adem\u00e1s, los partidos act\u00faan como caja de resonancia para quienes han sido hist\u00f3ricamente excluidos. Esto es clave para la promesa de los ODS de \"no dejar a nadie atr\u00e1s\".<\/p>\n<p><strong>\u00bfQu\u00e9 ocurre cuando sale mal?<\/strong><\/p>\n<p>A pesar del papel crucial que deben desempe\u00f1ar, a menudo se pasa por alto a los partidos pol\u00edticos como actores relevantes en la consecuci\u00f3n de los ODS. Esto se debe a que, en algunos casos, han sido instrumentos para perpetuar pr\u00e1cticas excluyentes.<\/p>\n<p>Tomemos el ejemplo de mi pa\u00eds. El tema de la representaci\u00f3n ha sido fundamental para el desarrollo pol\u00edtico e hist\u00f3rico de Colombia. No todos se sienten representados, no todas las voces son escuchadas, e incluso algunas son excluidas intencionalmente para mantener el poder pol\u00edtico del pa\u00eds en pocas manos. Esta situaci\u00f3n fue reconocida por analistas, representantes del gobierno, ex rebeldes y ciudadanos en general como una de las causas fundamentales del conflicto interno que dur\u00f3 m\u00e1s de 60 a\u00f1os. Para superar la desigualdad producida por la exclusi\u00f3n pol\u00edtica hist\u00f3rica, el Acuerdo de Paz incluy\u00f3 el mandato de abrir el sistema pol\u00edtico y el \u00e1mbito electoral como forma de fortalecer la democracia.<\/p>\n<p>En Colombia, el segundo pa\u00eds m\u00e1s desigual de Am\u00e9rica Latina, con m\u00e1s de 200.000 v\u00edctimas mortales debido al conflicto armado y un sistema pol\u00edtico que excluye a muchos segmentos demogr\u00e1ficos, alcanzar los ODS no es s\u00f3lo un compromiso con la comunidad internacional, sino tambi\u00e9n un paso muy importante para superar la exclusi\u00f3n y alcanzar mayores niveles de igualdad y participaci\u00f3n.<\/p>\n<figure id=\"attachment_8878\" aria-describedby=\"caption-attachment-8878\" style=\"width: 512px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-8878\" src=\"http:\/\/nimd.org\/wp-content\/uploads\/2025\/04\/colombia.png\" alt=\"\" width=\"512\" height=\"286\" \/><figcaption id=\"caption-attachment-8878\" class=\"wp-caption-text\">El Acuerdo de Paz firmado entre los grupos enfrentados en Colombia es un buen ejemplo de c\u00f3mo el di\u00e1logo entre las partes puede allanar el camino hacia el desarrollo sostenible.<\/figcaption><\/figure>\n<p><strong>\u00bfQu\u00e9 podemos hacer?<\/strong><\/p>\n<p>En mi pa\u00eds y en otros, es muy importante que los partidos desempe\u00f1en su papel. Deben tener la capacidad y la cultura necesarias para actuar en inter\u00e9s de las personas a las que sirven y amplificar las voces de los marginados.<\/p>\n<p>Por este motivo, los 18 miembros del GPMD trabajan para fortalecer a los partidos de todo el mundo, haci\u00e9ndoles conscientes de su papel fundamental en la b\u00fasqueda de la igualdad y el aumento de los niveles de participaci\u00f3n.
