{"id":18724,"date":"2018-08-30T15:46:07","date_gmt":"2018-08-30T15:46:07","guid":{"rendered":"https:\/\/nimd.org\/were-in-this-together-the-long-fight-against-corruption-in-colombia\/"},"modified":"2025-04-07T08:00:26","modified_gmt":"2025-04-07T08:00:26","slug":"were-in-this-together-the-long-fight-against-corruption-in-colombia","status":"publish","type":"post","link":"https:\/\/nimd.org\/es\/were-in-this-together-the-long-fight-against-corruption-in-colombia\/","title":{"rendered":"Estamos juntos en esto: La larga lucha contra la corrupci\u00f3n en Colombia"},"content":{"rendered":"<p><strong><em>Su pa\u00eds acudi\u00f3 a las urnas para votar en un refer\u00e9ndum anticorrupci\u00f3n la semana pasada. <\/em><em>\u00c1<\/em><em>ngela Rodr\u00edguez, Directora Ejecutiva de NIMD en Colombia, reflexiona sobre las secuelas.<\/em><\/strong><\/p>\n<p>Nunca en la historia de Colombia se hab\u00eda aceptado un mandato pol\u00edtico de forma tan rotunda. M\u00e1s de 11 millones de colombianos votaron en el reciente refer\u00e9ndum sobre medidas anticorrupci\u00f3n. Eso es m\u00e1s gente de la que vot\u00f3 por el actual presidente colombiano, o de hecho por cualquier presidente en la historia de mi pa\u00eds.<\/p>\n<p>Todo esto demuestra el hartazgo de los colombianos por la falta de transparencia e igualdad en la pol\u00edtica. La gente est\u00e1 harta de los sueldos alt\u00edsimos de los diputados y de que algunos dirigentes hagan carrera pol\u00edtica durante toda su vida. Quieren que los dirigentes pol\u00edticos rindan cuentas, que la contrataci\u00f3n p\u00fablica sea transparente y que los pol\u00edticos corruptos afronten las consecuencias legales.<\/p>\n<h3>No hay qu\u00f3rum<\/h3>\n<p>Aunque la participaci\u00f3n en el refer\u00e9ndum fue mayor de lo esperado, el n\u00famero de votos no alcanz\u00f3 el umbral legal necesario para sacar adelante las medidas anticorrupci\u00f3n. Esto plantea muchos interrogantes sobre lo que debe ocurrir a continuaci\u00f3n.<\/p>\n<p>Mientras que, para los detractores de la iniciativa, los resultados muestran la falta de poder de los movimientos ciudadanos, los abanderados de la iniciativa est\u00e1n triunfantes. Para ellos, dejando a un lado la participaci\u00f3n, la votaci\u00f3n estableci\u00f3 el impulso ciudadano. Las llamadas a la transformaci\u00f3n de las pr\u00e1cticas pol\u00edticas son dif\u00edciles de ignorar.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6731\" src=\"http:\/\/nimd.org\/wp-content\/uploads\/2025\/04\/IMG_7851-Marchaporlavida-Bogota-83-e1535643895129.jpg\" alt=\"\" width=\"580\" height=\"387\" \/><\/p>\n<h3>\u00bfY ahora qu\u00e9?<\/h3>\n<p>Una vez realizado el escrutinio preliminar, el Presidente de Colombia, tras haber votado en el refer\u00e9ndum, ha reafirmado su compromiso de promover medidas legislativas destinadas a crear los cambios necesarios para sanear la pol\u00edtica. Esto se ha visto respaldado por una serie de proyectos de ley, presentados por su partido en las \u00faltimas semanas.<\/p>\n<p>La tarea de avanzar para satisfacer las demandas de la poblaci\u00f3n corresponde -al menos parcialmente- al Congreso. Tradicionalmente, el Congreso no ha sido muy receptivo a las iniciativas ciudadanas (como los referendos anteriores). Pero no olvidemos que las medidas del refer\u00e9ndum anticorrupci\u00f3n (incluyendo sus implicaciones log\u00edsticas, como costos y fecha de implementaci\u00f3n) ya fueron aprobadas por representantes de todos los partidos pol\u00edticos en el Congreso durante su \u00faltima legislatura.<\/p>\n<p>Para dar seguimiento a la voluntad ciudadana expresada en las urnas, el Congreso podr\u00eda crear una comisi\u00f3n multipartidista, un grupo que trascienda los l\u00edmites partidistas para luchar eficazmente contra la corrupci\u00f3n. NIMD hace un llamado para que el Congreso aproveche esta oportunidad \u00fanica de actuar con responsabilidad y con la representaci\u00f3n democr\u00e1tica que le otorg\u00f3 la gran mayor\u00eda de los votantes colombianos en el referendo.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6732\" src=\"http:\/\/nimd.org\/wp-content\/uploads\/2025\/04\/IMG_8140-Marchaporlavida-Bogota-242-e1535643986881.jpg\" alt=\"\" width=\"580\" height=\"387\" \/><\/p>\n<h3>El poder de las personas<\/h3>\n<p>De todo esto, lo que m\u00e1s destaca es que los actores m\u00e1s importantes son los propios colombianos. Este pueblo, con su voto en el refer\u00e9ndum, ha demostrado que quiere nuevas formas de hacer pol\u00edtica. El refer\u00e9ndum -y las medidas que propon\u00eda- lograron movilizar a los ciudadanos para que dejaran de lado sus afiliaciones pol\u00edticas. Incluso dieron una buena batalla contra las notoriamente altas tasas de abstenci\u00f3n de Colombia.<\/p>\n<p>El pr\u00f3ximo reto ser\u00e1 aumentar la participaci\u00f3n pol\u00edtica y capacitar a los ciudadanos. El refer\u00e9ndum es s\u00f3lo un punto de partida. Debe ir seguido de una supervisi\u00f3n constante de las acciones de los legisladores y de unas relaciones m\u00e1s estrechas entre ciudadanos y pol\u00edticos. En este escenario, la construcci\u00f3n de la moral p\u00fablica es una responsabilidad de todos, no s\u00f3lo de las \u00e9lites pol\u00edticas.<\/p>\n<p>Promover la transparencia, al igual que construir la paz, es un valor esencial de la democracia. Se hace realidad a trav\u00e9s de las acciones cotidianas de todos los ciudadanos. Con esto en mente, NIMD lleva muchos a\u00f1os trabajando para poner herramientas a disposici\u00f3n de los partidos pol\u00edticos, las empresas p\u00fablicas y los ciudadanos en general. Estas herramientas promueven la transparencia; ayudan a implementar las leyes existentes; definen las agendas legislativas a trav\u00e9s del di\u00e1logo multipartidista; y proporcionan formaci\u00f3n dentro de nuestras Escuelas de Democracia.
