Estudi\u00f3 Derecho en Etiop\u00eda y los Pa\u00edses Bajos y ha desempe\u00f1ado varios cargos influyentes, como Presidente del Tribunal Supremo del Estado Regional de Oromiya y Jefe de la oficina de la Comisi\u00f3n encargada de la Interpretaci\u00f3n Constitucional en la CAFFEE de Oromiya.<\/strong><\/em><\/p>\n<p><em><strong>Adem\u00e1s de ser uno de los redactores de la Constituci\u00f3n regional de Oromiya, Demwozie fue requerido por la CAFFEE durante su creaci\u00f3n como asesor jur\u00eddico y colabor\u00f3 en la redacci\u00f3n de las leyes y reglamentos preliminares que establecieron la CAFFEE como \u00f3rgano legislativo independiente del Estado de Oromiya.<\/strong><\/em><\/p>\n<p>&nbsp;<\/p>\n<h3>Una oportunidad oportuna<\/h3>\n<p>A pesar de su amplia experiencia, Demwozie nunca hab\u00eda podido asistir a una formaci\u00f3n profesional en redacci\u00f3n legislativa. Por ello, cuando el NIMD inici\u00f3 su programa en Etiop\u00eda en 2017, Demwozie se dio cuenta de que era una oportunidad ideal para formalizar y seguir mejorando sus competencias.<\/p>\n<p>Reconoce que el programa lleg\u00f3 en un momento en que \u00e9l y sus colegas necesitaban perfeccionar sus conocimientos de redacci\u00f3n jur\u00eddica. M\u00e1s que nada, Demwozie reconoci\u00f3 la necesidad de contar con redactores cualificados en Etiop\u00eda. Demwozie vio la oportunidad de que esta formaci\u00f3n dotara a los redactores del parlamento de los conocimientos necesarios para que pudieran ayudar a los diputados a redactar sus propios proyectos de ley y analizar cr\u00edticamente los proyectos que se les presentaran en un futuro pr\u00f3ximo.<\/p>\n<blockquote><p>\"Personalmente aprecio la flexibilidad del programa para adaptarse a las necesidades de nuestro parlamento y su naturaleza impulsada por la demanda. El programa est\u00e1 adaptado al contexto pol\u00edtico et\u00edope y lleg\u00f3 en el momento oportuno, cuando Etiop\u00eda estaba experimentando una transformaci\u00f3n pol\u00edtica.\" Demwozie Mammie<\/p><\/blockquote>\n<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6469\" src=\"http:\/\/nimd.org\/wp-content\/uploads\/2025\/04\/DSC_1111-e1532346483409.jpg\" alt=\"\" width=\"580\" height=\"385\" \/><\/h3>\n<h3>La formaci\u00f3n NIMD<\/h3>\n<p>Bas\u00e1ndose en estas consideraciones, Demwozie asisti\u00f3 a su primer taller de Formaci\u00f3n de Formadores (FdF) sobre redacci\u00f3n legislativa, organizado en marzo de 2017 bajo los auspicios del programa de Asociaci\u00f3n Estrat\u00e9gica del NIMD en Etiop\u00eda. Este taller, celebrado a petici\u00f3n de la C\u00e1mara de Representantes del Pueblo de Etiop\u00eda y la CAFFEE Oromiya, ten\u00eda como objetivo crear y equipar a un grupo de formadores en redacci\u00f3n legislativa que, a su vez, formaran a sus colegas en el mismo campo.<\/p>\n<blockquote><p>\"Demwozie se ha convertido en uno de nuestros participantes m\u00e1s entregados\". Solomon Kirunda, entrenador jefe.<\/p><\/blockquote>\n<p>Este taller brind\u00f3 a los parlamentarios y al personal clave la oportunidad de aumentar su aptitud para contribuir de forma positiva y proactiva a la elaboraci\u00f3n de leyes y desempe\u00f1ar sus responsabilidades de supervisi\u00f3n. Tambi\u00e9n ayud\u00f3 a los parlamentarios y al resto del personal a adquirir las aptitudes necesarias para examinar los proyectos de ley de conformidad con las normas y est\u00e1ndares de cada parlamento en materia de redacci\u00f3n legislativa.<\/p>\n<blockquote><p>\"Me impresion\u00f3 mucho el ToT sobre redacci\u00f3n legislativa porque aborda todos los aspectos que hay que tener en cuenta a la hora de redactar legislaci\u00f3n. Empieza a un nivel elemental y luego proporciona material m\u00e1s t\u00e9cnico para redactores. Ha mejorado mi comprensi\u00f3n general de los procesos de redacci\u00f3n jur\u00eddica. Este es uno de los \u00e1mbitos en los que nuestro pa\u00eds necesita apoyo, incluso a nivel nacional. Creo que la formaci\u00f3n contribuir\u00e1 en gran medida a mejorar la calidad de los proyectos de ley y, en \u00faltima instancia, la calidad de las leyes en Caffee.\" Demwozie Mamie<\/p><\/blockquote>\n<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-6470 size-full\" src=\"http:\/\/nimd.org\/wp-content\/uploads\/2025\/04\/DSC_1058-e1532346536733.jpg\" alt=\"\" width=\"580\" height=\"385\" \/><\/h3>\n<h3>Disfrutar de los beneficios<\/h3>\n<p>Demwozie atribuye a la formaci\u00f3n su mayor capacidad para analizar leyes. Desde entonces, ha podido hacer comentarios cr\u00edticos sobre el proyecto de ley para reforzar los consejos de administraci\u00f3n judicial y el proyecto de ley sobre la utilizaci\u00f3n de sistemas de riego en la regi\u00f3n de Oromiya.<\/p>\n<p>La formaci\u00f3n que hab\u00eda recibido sobre c\u00f3mo estructurar un proyecto de ley le ayud\u00f3 a garantizar que estos proyectos se estructuraran de forma normalizada.<\/p>\n<p>En diciembre de 2017, cuando lleg\u00f3 el momento de transmitir los aprendizajes de la formaci\u00f3n sobre redacci\u00f3n legislativa, el nombre de Demwozie apareci\u00f3 en la lista de formadores seleccionados, recomendado tanto por el ponente como por el instructor principal durante el ToT.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6468\" src=\"http:\/\/nimd.org\/wp-content\/uploads\/2025\/04\/DSC_1028-e1532346436320.jpg\" alt=\"\" width=\"580\" height=\"385\" \/><\/p>\n<h3>Transmitir las competencias<\/h3>\n<p>As\u00ed pues, Demwozi, junto con otro participante en la formaci\u00f3n pr\u00e1ctica, imparti\u00f3 un taller de tres d\u00edas para parlamentarios de la CAFFEE y administradores zonales implicados en la redacci\u00f3n jur\u00eddica. La formaci\u00f3n ten\u00eda por objeto dotar a los participantes de los conocimientos necesarios para investigar, analizar y redactar mejor las leyes de sus circunscripciones.<\/p>\n<p>Durante el ToT, Demwozie recibi\u00f3 formaci\u00f3n sobre las mejores pr\u00e1cticas para impartir conocimientos a otros. Los participantes aprendieron a estructurar lecciones, preparar presentaciones e impartir formaci\u00f3n de forma muy interactiva. Estas habilidades, combinadas con la experiencia profesional de Demwozie, le ayudaron a impartir el taller de forma eficaz y estructurada.<\/p>\n<p>Antes de la formaci\u00f3n, Demwozie tradujo todo el material de formaci\u00f3n del ingl\u00e9s al afaan oromo, que es la lengua oficial y ampliamente hablada en el Estado de Oromiya, lo que permiti\u00f3 a los destinatarios sacar mucho m\u00e1s partido del taller. La formaci\u00f3n en la lengua local fue muy beneficiosa, porque no todo el mundo habla ingl\u00e9s. Los participantes tuvieron la oportunidad de aprender de forma eficaz e interactiva en una lengua que dominan.<\/p>\n<p>\"Demwozie hizo que nuestra experiencia de aprendizaje fuera m\u00e1s interactiva porque el taller se imparti\u00f3 en nuestra lengua local\", dijo uno de los participantes, que confes\u00f3 que no habr\u00eda aprendido mucho si la formaci\u00f3n se hubiera impartido en ingl\u00e9s.<\/p>\n<p>Demwozie disfrut\u00f3 de la experiencia y ha ganado confianza. Le entusiasma seguir impartiendo los conocimientos adquiridos en este programa a sus colegas y m\u00e1s all\u00e1.<\/p>\n<blockquote><p>\"Redactar leyes no ser\u00e1 suficiente, la aplicaci\u00f3n de la ley tambi\u00e9n es muy importante. Durante y despu\u00e9s de la aprobaci\u00f3n de la ley, tambi\u00e9n tenemos que entender la adaptabilidad de las nuevas leyes a la Constituci\u00f3n.
