From 6th to 9th May, Mozambique welcomed a Kenian delegation for an exchange visit on the topic " Campaign Financing”. During these three days, a symposium and bilateral closed door meetings between the members of the Kenyan Delegation and the senior representatives of the main stakeholders in this field in Mozambique took place.
Aim was to promote peer to peer learning on campaign financing. This included meetings with delegates of the governing party FRELIMO, of the opposition parties RENAMO and MDM and the National Commission of Election.
The Kenian delegation consisted of the Chairperson, four Board members and the Secretariat of CMD-K, the Chairperson of the Commission for the Implementation of the Constitution (CIC), the Commissioner of the Independent Electoral and Boundaries Commission (IEBC), and the Executive Director of the Institute for Education for Democracy (IED) representing the civil society.
The key lessons on this exchange included;
a) the criteria and timing for disbursement;
b) independence and capacity of the regulatory authority;
c) definition and permits of campaign financing
d) Kenya's need to consider public campaign financing in addition to the regular financing of political parties.
This conference was organized by the Center for Multiparty Democracy of Kenia (CMD-K) and African Regional Programme/NIMD in partnership with Mozambique Country Office.
